The early completion of this project will help exploit effectively and avoid wasting the first phase of the project under construction, as well as the completed Vam Cai Sut bridge.

Completion in 2027

On April 9, the Provincial Investment Appraisal Council approved the investment policy for the Huong Lo 2 extension project (section 2, from Vam Cai Sut bridge to the intersection with Ho Chi Minh City - Long Thanh - Dau Giay expressway).

Chairman of the Provincial People's Committee Vo Tan Duc assessed that Huong Lo 2 Project, Section 2 is an urgent project to achieve the goal of synchronizing and promoting the effectiveness of the entire Huong Lo 2 route, as well as the completed Vam Cai Sut bridge.

Nguyen Linh, Deputy Director of the Provincial Traffic Construction Investment Project Management Board, said that the Huong Lo 2 Project, Section 2, has a length of about 5.2km. In terms of scale, in phase 1, the project will invest in building a road with a cross-section of 24.5m, building an intersection connecting with the Ho Chi Minh City - Long Thanh - Dau Giay Expressway and building 6 reinforced concrete bridges on the route. The total investment of the project is nearly 2.6 trillion VND.

According to the Provincial Traffic Construction Investment Project Management Board, of the total investment capital of nearly 2.6 trillion VND for the Huong Lo 2 Extension Project, Section 2, the construction cost is nearly 1.5 trillion VND; the cost of compensation and site clearance is nearly 666 billion VND.

According to Mr. Nguyen Linh, last March, the Provincial Traffic Construction Investment Project Management Board submitted a document to the Department of Finance regarding the appraisal of the investment proposal report for the Huong Lo 2 Extension Project, Section 2. After that, the Department of Finance issued a document on obtaining opinions on the appraisal of the project dossier. The localities of Long Thanh district and Bien Hoa city, along with related units, have submitted documents with comments on the investment proposal report for the project. It is expected that in October 2025, the competent authority will approve the investment project; in October 2026, the project will start construction and be completed in 2027.

Complete procedures quickly

At the working session to approve the project investment policy on April 9, Chairman of the Provincial People's Committee Vo Tan Duc requested relevant units to speed up the completion of documents, arrange capital for site clearance, as well as ensure conditions for land recovery to implement the project after approving the investment policy.

According to the Provincial Traffic Construction Investment Project Management Board, the land use planning of the project is basically suitable. However, the construction planning of the final section of the route needs to be adjusted accordingly. For the intersection connecting with the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, the adjustment of the center line of Huong Lo 2 at the intersection between Huong Lo 2 and the Ho Chi Minh City - Long Thanh - Dau Giay Expressway under the Long Thanh Bridge to the riverbank about 118m is not suitable for the planning. Therefore, the unit has proposed the Department of Finance to synthesize opinions and report to the Provincial People's Committee for consensus in principle as a basis for adjusting the planning.

Deputy Director of the Department of Finance Phan Trung Hung Ha said that the adjustment of the investment policy of the two projects Amata Long Thanh City and KN Bien Hoa New Urban Area Project to reduce the area of ​​Huong Lo 2, section 2 within the boundaries of these projects is also being implemented. Currently, Long Thanh Golf Investment and Trading Joint Stock Company has submitted a dossier to adjust the investment policy of the KN Bien Hoa New Urban Area Project. Amata Long Thanh City LLC has not yet submitted a dossier to adjust the investment policy of the Amata Long Thanh City Project. In the coming time, if Amata Long Thanh City LLC does not submit a dossier to adjust the project investment policy, the unit will propose the Provincial People's Committee to assign the Long Thanh District People's Committee to prepare a dossier to adjust the project in accordance with legal regulations.
