Regarding local party organizations, it is expected that the provincial level will reduce 29 provincial and municipal party committees (from 63 to 34 provincial and municipal party committees); reduce more than 260 agencies and units directly under the provincial party committee. End the operation of 694 district party committees and more than 4,160 agencies and units directly under the district party committee. Establish more than 3,320 new commune party committees (2,595 communes, 713 wards, special zones), establish a maximum of 10,660 agencies and units directly under the commune party committee.
