With more than 30 years of experience in the profession, Ms. Bui Thi Van - Principal of An Khanh B Kindergarten (An Khanh, Hanoi) said that the current preferential allowance for preschool teachers is 35%, while the draft proposes to increase it to 45%; the 80% allowance applied to civil servants and employees working in teaching in preschools in areas with particularly difficult socio -economic conditions is reasonable.
This will help teachers to make a better living, reduce financial burdens and have the conditions to take care of themselves and their families. Then, they can focus more on teaching and improving their professional quality. The draft also aims to overcome current shortcomings, ensuring more fairness in receiving allowances for special subjects such as seconded teachers and teachers teaching in multiple levels.
Improved income levels will make teaching more attractive to young, talented and dedicated people. Previously, one of the reasons why many talented people did not choose teaching was because the income was not commensurate with the effort. Higher allowances for teachers working in particularly difficult socio-economic areas will be a great motivation to solve the shortage of human resources in deprived areas.
According to Ms. Nguyen Thi Nguyet - teacher at Ho Chi Minh Secondary School (Chu Van An, Hai Phong), the adjustment of the preferential allowance for teachers from 25 - 80% of the basic salary, expected to take effect from January 1, 2026, along with other policies in the Law on Teachers, is expected to have a positive impact on teachers' lives, thereby contributing to attracting and retaining talented people in the education sector.

“Reality shows that many pedagogical students spend their time studying and then go to work with salaries that are not as good as those who sell online, or do not spend time researching and preparing lessons like those who work in companies, so it is difficult to retain them in the profession, let alone their passion and creativity in teaching. Therefore, it is essential to ensure them a salary commensurate with each job position,” Ms. Nguyet emphasized.
With 4 schools with more than 500 students in Muong Mo commune (Lai Chau), Mr. Pham Quoc Bao - Principal of Nam Cha Primary School said that the problem of lack of teacher recruitment has been a "chronic" story of schools in remote areas for many years. Therefore, this new draft circular is expected to bring a new wind to education in remote areas.
If applied from next year, stable and commensurate income will help teachers stay in the profession longer. The situation of teachers quitting the profession or switching to other fields for economic reasons can be significantly reduced. When teachers are cared for and treated better, they will have more motivation to improve their professional qualifications and devote themselves to the career of "cultivating people".

Practical application
Ms. Le Thi Phuong Chau - teacher at An Cuu Primary School (An Cuu, Hue) acknowledged that this is not only material support, but also recognition and respect for the silent hard work of the teaching staff.
If implemented synchronously and promptly, this policy will further motivate teachers to stay committed to their profession, especially those colleagues working in difficult areas.
“What we most expect is that the State will allocate financial resources reasonably so that teachers across the country can enjoy appropriate professional allowances. From there, helping the teaching profession truly become a source of pride and also a safe choice for young generations who love the teaching profession in the future,” Ms. Phuong Chau expressed.
Commenting on this draft regulation, Mr. Nguyen Hai Son - Principal of Hai Xuan Secondary School (Hai Xuan, Ninh Binh) said that policies on allowances need to be implemented synchronously with other policies on salary, seniority allowance (if any) and other non-material benefits to create a comprehensive and sustainable policy system for the teaching staff.
The increase in the preferential allowance is an important step forward, demonstrating the Party and State's concern for the teaching staff. This not only helps improve material life, but is also a great spiritual motivation, contributing significantly to building a quality teaching staff, attracting and retaining talented people for the education sector, thereby improving the overall quality of education.
The principal of a private high school in Hanoi said that the draft decree regulating salary policies, allowances, support policies, and attraction for teachers stipulates that salary and allowance payments are also based on specific job descriptions, depending on the subject and area where teachers work, which is necessary to ensure fairness as well as encourage teachers to work and contribute, especially young teachers.
However, this principal expressed concern about seniority allowance. Considering the working age, corresponding to the seniority, at stage 3 (51 - 70 years old), teachers may be "outdated", not updated with new trends, stagnation gradually replaces creativity, labor productivity will generally decrease.
"Paying seniority allowances in the way that the longer you work, the higher the allowance will contradict the view of paying wages based on job descriptions such as job position, productivity, and labor quality," the principal stated his opinion.
From the practical work at the grassroots level, Ms. Nguyen Thi Nguyet - teacher at Ho Chi Minh Secondary School (Chu Van An, Hai Phong) proposed that the State should consider increasing the allowance level based on the results and efficiency of assigned work; avoiding the situation of leveling between those who simply do the work compared to those who have to work hard and invest effort to improve the quality of teaching.
