Draft Decree of the Law on Management and Use of Weapons, Explosives and Supporting Tools

Implementing the Prime Minister's direction, today (October 16), the Ministry of Industry and Trade posted the full text of the draft Decree detailing a number of articles of the Law on Management and Use of Weapons, Explosives and Support Tools on Explosives and Explosive Precursors to solicit comments from agencies, organizations and individuals.

The Draft Decree consists of 5 Chapters, 19 Articles and 1 Appendix.

Chapter I, general provisions: This Chapter consists of 3 Articles (from Article 1 to Article 3) regulating the scope of regulation and subjects of application of the Decree; Interpretation of terms.

Chapter II, professional qualifications, training, and certification of technical training in industrial explosives safety: This Chapter includes 6 Articles (from Article 4 to Article 9) regulating professional qualifications, training, and certification of training in the production, trading, and use of industrial explosives.

Chapter III, training and certification of explosive precursor safety technical training: This Chapter includes 5 Articles (from Article 10 to Article 14) regulating training and certification of explosive precursor safety technical training.

Chapter IV, Management and preservation of industrial explosives, explosive precursors and revocation of licenses and certificates of operation in management and use of industrial explosives and explosive precursors: This Chapter consists of 3 Articles (from Article 15 to Article 17) regulating the management and preservation of industrial explosives, explosive precursors and revocation of licenses and certificates of operation in management and use of industrial explosives and explosive precursors.

Chapter V, implementation provisions: This Chapter consists of 2 Articles (Article 18, Article 19) regulating the state management responsibilities in the field of industrial explosives and explosive precursors of ministries and branches; enforcement effect and implementation organization.
