The content was agreed by Deputy Prime Minister Tran Hong Ha with the Dong Nai Provincial People's Committee at a working session on the progress of the Long Thanh airport project and the Bien Hoa - Vung Tau expressway on the afternoon of October 16. "The Dong Nai Provincial People's Committee held a meeting with the Provincial Party Committee Standing Committee to agree on this matter. If there are any problems, please consult with the Government," said Mr. Ha.

The Bien Hoa - Vung Tau Expressway Project (total investment of nearly 21,500 billion VND) has 34.2 km passing through Dong Nai. To serve the project, the government had to relocate and resettle 2,409 households, of which 1,557 households belong to component project 1, the rest belong to component project 2.

It is expected that by the end of November, the province will complete the measurement, counting and compensation of agricultural land. Regarding residential land, the locality is planning to pay temporary households in advance to hand over the land to contractors for construction on schedule. After the groundbreaking ceremony on June 18, only about 6% of component projects 1 and 2 through Dong Nai have been handed over. Component project 1 has not yet cleared the land.

Because the Loc An - Binh Son resettlement area currently has 1,850 remaining plots of land, the acting Chairman of Dong Nai Provincial People's Committee Vo Tan Duc proposed allowing households to be relocated when building the Bien Hoa - Vung Tau expressway to move here, in the context that the province has not yet completed the construction of 4 resettlement areas for this project.

Loc An - Binh Son area is over 280 hectares wide, built to serve the resettlement of households affected by the Long Thanh airport project, with over 7,000 plots of land. Of which, nearly 4,900 plots serve the airport project and nearly 350 plots are for resettlement of the two airport connection routes, currently there are still over 1,800 plots left.

Regarding this proposal, Deputy Minister of Transport Le Dinh Tho said that Dong Nai can decide, then the investor of the expressway project will be responsible for returning the money invested to the central budget, avoiding loss.

According to Mr. Tho, Dong Nai's biggest bottleneck is the slow land clearance. He suggested that the province should change and increase human resources to focus on compensation and land clearance. "Bien Hoa - Vung Tau Expressway is the route connecting to Long Thanh airport, but Dong Nai has only handed over a very small area," said Mr. Tho.

Deputy Prime Minister Tran Hong Ha also asked Dong Nai to speed up site clearance in the remaining areas of the Long Thanh airport project to ensure the progress of the entire project.

According to the Government leader, Long Thanh airport is a key national project, representing the country's future, so contractors need to speed up and ensure the progress of the items to bring the project to completion on time. "Investors need to closely monitor the construction work to ensure quality. Any weak contractors need to be eliminated," said Mr. Ha.
