Immediately after the Politburo issued Directive 05, the Standing Committee of the Ninh Thuan Provincial Party Committee issued a plan to organize and implement it throughout the Party. It directed Party committees at all levels, Party organizations, authorities, the Fatherland Front and socio-political organizations to actively incorporate the content of studying and following Uncle Ho into regular activities, in conjunction with the implementation of resolutions of Party congresses at all levels, patriotic emulation movements and political tasks at the grassroots level. The Standing Committee of the Provincial Party Committee also issued Regulation No. 25-QD/TU on revolutionary ethical standards of cadres, Party members, civil servants, public employees and officers and soldiers of the armed forces in the province. From 2016 to 2025, 36 documents were issued to lead and direct the implementation of Directive 05 and Conclusion No. 01-KL/TW.

Following the direction of Party committees at all levels, 100% of Party cells, Party committees, agencies and units have organized for cadres and Party members to participate in studying and fully and substantially grasping the contents and requirements on studying and following Ho Chi Minh's ideology, morality and style according to the theme of the entire course and every year. The methods and contents of studying are increasingly innovated and improved in effectiveness. The Provincial Party Committee's Propaganda and Education Department (now the Provincial Party Committee's Propaganda and Mass Mobilization Department) guides the content and form of implementation, ensuring consistency throughout the Party Committee. Study conferences are organized in person, online and via video presentation. The whole province has organized 4,012 conferences (classes) with 274,557 key cadres, Party members and people participating in studying. Specifically: Organizing 773 conferences to grasp Directive 05 and Conclusion No. 01-KL/TW with 61,124 participants; 429 conferences to disseminate 2 topics for the entire term with 30,471 participants; 2,810 conferences to disseminate annual topics with 182,961 participants, reaching over 95%, of which the armed forces reached over 99%. The work of organizing and managing delegates attending the conference was carried out seriously and closely. Many Party committees at all levels have researched and directed the implementation of many appropriate, creative, and practical methods. Along with that, Party committees and organizations at all levels have directed and seriously implemented the inclusion of studying and following Uncle Ho as an important content in monthly and quarterly Party cell and agency activities. Every year, 100% of cadres and Party members make a commitment to set an example; 100% of Party organizations have an assessment of the results of implementing the responsibility of setting an example, associated with the assessment and classification of Party members at the end of the year. Thereby, contributing to effectively combating and preventing the degradation of political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party; building the Party and consolidating a clean and strong political system.

The propaganda work of studying and following Uncle Ho is carried out in many diverse forms, with 4 main types (propaganda on mass media; reporting team; visual agitation; commendation and reward for outstanding examples). Press agencies focus on propagating the content of annual thematic topics; new models, creative ways of doing things, typical collectives and individuals, good people, good deeds in studying and following Uncle Ho,... Localities and units maximize the effectiveness of social networking platforms (Facebook, Zalo, YouTube, Twitter,...) in propaganda to create positive spread in society.

The discovery, recognition and replication of typical examples and new models have received much attention. Responding to the emulation movements to study and follow Ho Chi Minh's ideology, morality and style launched by all levels and sectors, many localities and units have had creative ways of organizing and implementing, with many new, effective and practical models... Typical examples include: The model of "Saving costs in conference and business expenses" (of the Provincial Party Committee); "Mobilizing farmer members to donate land for road concreting" (of districts and cities: Phan Rang - Thap Cham, Ninh Hai, Ninh Phuoc); "Agricultural production applying high technology, clean agriculture" (of Ninh Son district); "Solidarity group for exploiting aquatic products at sea associated with protecting national sovereignty over seas and islands" (of Thuan Nam district); "1 must, 5 reductions" on rice plants, large fields, water-saving irrigation (of Ninh Phuoc and Thuan Bac districts); "Party members guide the masses", "Work according to their duties, be exemplary in action" (Provincial Military Party Committee); "Volunteer Saturday to handle administrative procedures for the people", "Promoting administrative reform, serving the people" (Provincial Public Security Party Committee)... Through that, many typical examples have emerged in studying, working, and producing; in socio-economic development, building new rural areas, eliminating hunger and reducing poverty; in Party building, the political system, ensuring national defense and security,... In the period of 2021-2025, Ninh Thuan has 3 collectives and 7 individuals receiving certificates of merit from the Prime Minister; 3 collectives and 6 individuals receiving certificates of merit from the Central Propaganda Department (now the Central Propaganda and Mass Mobilization Department); The Chairman of the Provincial People's Committee has commended 17 collectives and 25 individuals with outstanding achievements in studying and following Uncle Ho.

In order for the study and following of Ho Chi Minh's ideology, morality and lifestyle to increasingly spread, go into depth, be effective and practical, in the coming time, Ninh Thuan Provincial Party Committee directs Party committees and authorities at all levels to continue to thoroughly grasp and implement Conclusion No. 01-KL/TW dated May 18, 2021 of the Politburo on continuing to implement Directive No. 05-CT/TW dated May 15, 2016 of the 12th Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle; Resolution of the 13th National Party Congress; Resolution of the 4th Central Conference, 12th tenure; Conclusion of the 4th Central Conference, 13th tenure... in each locality, agency and unit. Regularly organize activities and study of topics in many practical and creative forms, suitable for many subjects, each Party committee, Party organization, cadres, Party members and people of all walks of life.

Identifying the study and following of Ho Chi Minh's ideology, morality and style as the guiding principle in leadership, management and training of medical ethics, in recent years, Ninh Thuan Provincial General Hospital has focused on developing expertise, successfully implementing many advanced techniques, aiming to improve the quality of medical services. Thanks to these efforts, in 2021 the hospital was recognized as a Grade I hospital and will continue to maintain this title until 2025. Specialized techniques such as interventional cardiology, percutaneous nephrolithotomy, TACE... have been effectively applied in treatment. As Party Secretary and Hospital Director, I and the Party Committee always focus on Party building, taking the study and following of Uncle Ho as a consistent criterion to evaluate the quality of the Party organization and each cadre and Party member. Thereby contributing to building a clean and strong Party organization, maintaining the role of the core in comprehensively leading the unit's activities.

Studying and following Ho Chi Minh's ideology, morality and style has always been the consistent orientation in my management and leadership work as well as in the process of building and developing the school. In that spirit, over the past years, the Party cell and the school's board of directors have focused on promoting practical and specific emulation movements, in which the focus is on maintaining student numbers, improving the quality of comprehensive education and seriously implementing quality assessment work according to the direction of the industry. Moral and ideal education for students is also effectively integrated through activities such as telling stories about Uncle Ho on Monday mornings, organizing folk games on the occasion of March 26, extracurricular tours, recruiting Team members at the District Memorial and visiting red addresses such as Thap Cham Depot, Ninh Thuan Museum on major holidays April 16 and April 30... thereby contributing to fostering love for the homeland and national pride for students, while improving the quality of education, building the school to develop more and more, becoming a typical unit in implementing learning and following Uncle Ho.

Identifying that learning and following Uncle Ho is not only a slogan but is demonstrated through specific actions, therefore, every cadre and party member of the unit registers to follow Uncle Ho's example in accordance with their duties, contributing to improving the spirit of serving the people. Thanks to that, the unit has received 12 thank you letters from the people, recognizing the dedication of the cadres and soldiers.

Learning from Uncle Ho about transparency and reform, the unit has publicized administrative procedures, forms, and fees for people to easily follow and implement. The officers handling the procedures are carefully selected for their capacity and ethics. Many procedures such as residence registration, receiving reports, feedback, and complaints have been shortened in time but still in accordance with regulations. The unit has not received any complaints related to the service attitude of the officers. Learning from Uncle Ho about being close to reality and listening to the people, the Ward Police have advised on the construction and implementation of many practical models such as: Security protection teams in 14 neighborhoods, 66 self-managed People's Groups, Inter-family Fire Prevention and Fighting Safety Teams, public fire stations, civilized urban roads, security cameras, connecting social networks to ensure security and order, and models to support people reintegrating into the community. These models both strengthen crime prevention and control, unite the community, and promote the role of the people in maintaining security and order... Thanks to that, over the past 10 years, the unit has always completed its tasks excellently, receiving certificates of merit and many certificates of merit.
