The model of legal bookcases in Hoang Hop commune (Hoang Hoa) has become a useful tool to help people improve their understanding and compliance with the law.
According to a report from the provincial Department of Justice, as of February 21, 2024, the whole province had 528 communes, wards and towns meeting TCPL standards, reaching a rate of nearly 97%. This is a remarkable result in the implementation of Decision No. 25/2021/QD-TTg of the Prime Minister on communes meeting TCPL standards. This figure shows that most localities have completed the basic goals, but there are still challenges in maintaining and improving the quality of TCPL for people, especially in remote areas.
In Luong Ngoai commune (Ba Thuoc), one of the localities that has met the TCPL standards, legal propaganda work continues to be innovated and strengthened. Mr. Truong Van Hiep, head of Ngoc Sinh village, shared: "In the past, legal propaganda work was limited, causing many people to not really understand and strictly comply with the Party's policies and the State's laws. But in recent years, people's legal awareness has changed greatly, we have diversified the way of transmitting information - from the loudspeaker system, integrating into village and commune meetings, to distributing leaflets, posting on the commune's electronic information page, spreading through Zalo and Facebook groups... Thanks to that, people can easily access and grasp legal regulations more quickly and effectively. The most obvious result is that the security and order situation in the village is always ensured, people's lives are more peaceful and stable".
To maintain and improve the criteria of a commune meeting the TCPL standards, the People's Committee of Luong Ngoai commune has proactively developed an implementation plan, focusing on promoting the dissemination of legal knowledge to all classes of people. The commune has established 7 mediation teams with 41 mediators. The mediation teams have promptly resolved disputes and conflicts right at the grassroots level, so there have been no cases of citizens filing complaints or denunciations beyond their authority in the commune. This is an effective model that helps resolve problems right in the community, avoiding complicated consequences.
Not only Luong Ngoai commune, many other localities in the province have also applied creative and effective models after meeting TCPL standards. In Phu Loc commune (Hau Loc), the model of "Scanning QR codes to perform administrative procedures at level 3 and level 4" has helped to resolve records quickly and effectively. In 2024 and the first 4 months of 2025, 100% of records received by the commune were resolved before and on time. Many other localities have also formed models such as "Farmers' Club with the Law", or "Mobile Legal Propaganda Teams" to villages and hamlets, helping TCPL people to be more convenient.
In order for localities to maintain and improve the quality of TCPL criteria, the Department of Justice has actively advised the Provincial People's Committee to issue many important documents on dissemination, legaleducation , grassroots mediation and building communes to meet TCPL standards. At the same time, it has organized professional training courses, training, compiled propaganda materials, and provided professional guidance on TCPL standards for judicial staff at the grassroots level.
In 2024 alone, the Department of Justice organized 5 training conferences on improving the effectiveness of legal dissemination and education; grassroots mediation; raising awareness and information on legal aid in communes registered to direct the development of TCPL standards, with the participation of more than 1,050 delegates. Each commune was also equipped with a set of legal books with 87 titles on practical fields such as land, marriage and family, criminal and civil matters. In addition, the Department also compiled and published 25,000 legal brochures on building communes, wards and towns that meet TCPL standards, helping people easily access information.
Although 97% of communes, wards and towns have met the TCPL standards, the work of maintaining and improving the quality of TCPL in the province still faces a number of challenges, such as: Some regulations are not yet specific, funding is limited, collecting supporting documents and evaluating non-quantitative indicators is also difficult. In particular, there is still a situation where some grassroots officials consider this a completed task or just a task of the judiciary alone, not really identifying this as a regular task of the entire political system.
To continue improving the quality and effectiveness of the work of maintaining and developing communes that meet TCPL standards, in 2025, the Provincial People's Committee has set out 5 key tasks, including: continuing to thoroughly grasp and widely disseminate the position and role of this work; raising awareness, clearly defining the responsibilities of sectors and levels; linking TCPL criteria and targets with the management responsibilities of agencies and units; strengthening the urging of localities to implement them in conjunction with new rural construction; perfecting and improving the professional capacity of civil servants.
It can be said that the journey of bringing the law closer to the people does not stop at meeting standards in terms of documents or procedures, but is also reflected in practical changes in life. From the model of "Scanning QR codes to perform administrative procedures" to direct legal propaganda sessions, all have created a tight legal network, covering every alley and neighborhood. The motto "people know, people discuss, people do, people check" has truly entered life, helping people not only understand the law but also confidently protect their legitimate rights.
Mr. Phan Van Dai, Head of the Department of Legal Dissemination and Education, Department of Justice affirmed: "Building a commune that meets the TCPL standards is not a destination but a continuous journey. We have achieved an impressive figure of 97% of communes, wards and towns meeting the standards, but will continue to accompany localities, especially communes with difficulties, to aim for the goal of 100% by the end of 2025. More importantly, we want the law to truly become a companion, an effective tool to protect the rights and legitimate interests of each citizen. With the synchronous participation of the entire political system, the efforts of the judicial staff and the active participation of the people, the TCPL work will certainly continue to achieve positive results, making an important contribution to the new rural construction and socio-economic development of the province in the coming time".
