Mr. Nguyen Dinh Bach said: Thuan Hoa District was established according to Resolution 1314/NQ-UBTVQH15 dated November 30, 2024 of the National Assembly Standing Committee, on the basis of separating Hue City (old) into 2 districts. Thuan Hoa District is all wards located on the south bank of the Huong River of the former Hue City. The district has 19 wards, a natural area of ​​139.41 km2 and a population of 297,507 people.

Thuan Hoa District plays the role of the administrative - political center of the Central city; is the center of culture, tourism services, trade, finance, health care, education at national and international levels; is the area of ​​urban expansion towards the sea, the south, with high-class urban and commercial areas to be formed in the near future, contributing to the preservation and promotion of the heritage value of Hue city under the Central Government. Currently, in the district, there are many large commercial centers, many high-class urban areas have been and are being formed such as An Dong Villas, An Cuu Villas, Phu My An, The Manor Crown...

Since the Resolution of the National Assembly Standing Committee, the People's Committee of Hue City (old) and later the People's Committee of Thuan Hoa District have proactively developed a separation plan and planned personnel work. Up to now, personnel have been promptly arranged from the local civil servants and public employees as well as from other units and localities for the district's administrative agencies and public service units. Thanks to that, the agencies, units and wards in the district have been operating in an orderly manner, without interruption.

Determined to be the central district, playing the role of driving force for socio-economic development of Hue city, can you share more information about Thuan Hoa's upcoming plans?

In order to comply with the planning, plans and urban development programs of Hue city under the Central Government, with its position as a central district, playing the role of a driving force for development, Thuan Hoa district has developed a socio-economic development plan for 2025 and submitted it to the District People's Council for approval with 12 main targets, 4 programs and 6 key projects (DA). The immediate and most important task is to successfully organize the implementation of Resolution 175 dated November 30, 2024 of the National Assembly on the establishment of Hue city under the Central Government; Resolution 1314 dated November 30, 2024 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Hue city in the period of 2023 - 2025, ensuring timely service to people, organizations and businesses from the very first days of 2025.

Thuan Hoa district's urban infrastructure is increasingly spacious and modern.

Next, immediately deploy and resolutely implement the arrangement of the political system's apparatus "streamlined - compact - strong - effective - efficient - effective" in accordance with the policy; focus on reviewing all tasks, jobs, programs, projects, projects... that are being effectively implemented to continue organizing and directing implementation in the district. At the same time, continue to review and arrange working headquarters, real estate facilities, and assets effectively, avoiding waste of public assets; carry out administrative procedures after separation and merger to ensure compliance with regulations, stabilize people's lives and ensure requirements for socio-economic development, national defense and security in the area to build and develop the district into a center of political administration, culture, tourism, health care..., playing the role of a driving force for socio-economic development of Hue city under the Central Government.

So in that plan, which tasks will Thuan Hoa prioritize?

In 2025, along with focusing on implementing key projects according to plan, such as: Green City, coastal road and bridge over Thuan An estuary, Nguyen Hoang street and Huong river overpass, improving water environment...; Smart Cultural and Tourism City project; upgrading and expanding Ba Trieu street; projects in Area A - B - An Van Duong new urban area..., the district continues to implement projects on urban renovation, upgrading, and connection, creating strong changes in urban landscape such as the road along Huong river from Da Vien bridge to Huyen Tran Cong Chua street; renovation of Huong river bank combined with boat dock along Bui Thi Xuan park; outdoor stage combined with walking path along Huong river; walking path along Huong river bank from Toa Kham boat dock to the foot of Dap Da bridge...

In addition, with the goal of economic development associated with culture; between preserving and maintaining traditions and promoting heritage values, the district will continue to effectively mobilize resources to invest in synchronous and modern infrastructure, develop urban areas in the direction of smart, sustainable, green urban areas; promote the improvement of the investment and business environment, while diversifying types of tourism products and services, promoting the development of the night economy, exploiting the potential of sea, lagoon and forest tourism. In particular, closely linking economic development, tourism with culture, building a "civilized - friendly - safe - rich in identity" urban tourism environment; linking the construction of a civilized urban lifestyle, promoting Hue's cultural identity with promoting the development of tourism and service economy.

Another important task is to mobilize and effectively use resources to restore and embellish degraded heritages and relics, communal houses, cultural villages, garden houses, and traditional houses; protect and promote the value of natural landscapes and scenic spots; preserve and enhance the value of intangible cultural heritage; develop a modern information and communication network; promote comprehensive and synchronous development of cultural, artistic, and sports activities, etc.

As a locality with many potentials and advantages for developing tourism and services, how will the district stimulate tourism, sir?

In the coming time, the district will focus on perfecting the investment attraction mechanism, effectively using economic development resources towards green growth, continuing to create breakthroughs in tourism, services and trade activities. In particular, focusing on increasing production value, supporting businesses and promoting large-scale investment projects to contribute to creating many unique tourism products, forming an attractive destination contributing to promoting local economic development.

Regarding tourism infrastructure investment, in addition to the above-mentioned projects, the district continues to focus on investing in building urban infrastructure in a smart, sustainable and green direction; promoting projects to renovate parks, streets and green spots to improve the urban landscape. Along with that, calling for investment in projects to form Trinh Cong Son cultural area, Luong Quan tourist area (Thuy Bieu)... At the same time, focusing on projects connecting urban areas, traffic, sidewalks, lighting; enhancing urban utilities, investing in inner-city routes and routes of suburban wards; promoting investment in developing urban infrastructure systems towards the sea, connecting lagoon systems to promote strong development of tourism, services, culture, and trade in the area to exploit the potential and advantages to make Thuan Hoa worthy of the central district of Hue city under the Central Government.
