On June 3, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong signed a document sent to departments, branches, district People's Committees, and Thu Duc City to convey the opinion of the Chairman of the Ho Chi Minh City People's Committee directing the implementation of Official Dispatch 78, dated May 29 of the Prime Minister .
The Acting Director of the Department of Construction is assigned to preside over and coordinate with the Department of Home Affairs, Department of Justice, Department of Agriculture and Environment, Department of Science and Technology, People's Committees of districts, towns, and Thu Duc City to urgently report and propose feasible and breakthrough solutions to implement the Prime Minister's direction in Official Dispatch 78.
Accordingly, focus on reviewing all administrative procedures in the field managed by the Department of Construction to unify the plan to cut and simplify administrative procedures related to the construction field under the authority of the Ho Chi Minh City People's Committee that are no longer appropriate or unnecessary to create maximum favorable conditions for people and businesses; or recommend the Ministry of Construction to consider according to its authority. At the same time, report and propose to the Ho Chi Minh City People's Committee for consideration and direction of implementation according to regulations, ensuring that Ho Chi Minh City is one of the localities responding to take the lead in cutting and simplifying administrative procedures in the construction field according to the direction of the Prime Minister. The time to complete the above contents is before June 10.
According to Official Dispatch 78, the Prime Minister requested the Minister of Construction to ensure a reduction of at least 30% of the time to handle administrative procedures, 30% of the cost of complying with administrative procedures, and 30% of business conditions in 2025, with a focus on researching, reviewing, cutting, and strongly simplifying administrative procedures in the construction sector.
The Prime Minister also requested to reduce construction licensing procedures for construction projects with detailed planning at a scale of 1/500 or projects in areas with approved urban designs; abolish and amend technical standards and regulations that are no longer suitable, causing waste in investment in construction projects. At the same time, reduce investment and business conditions in the construction sector. Localities need to proactively research and organize the implementation of interconnected administrative procedures related to construction investment activities according to their authority, ensuring efficiency, reducing procedures, time, and costs for people and businesses.
