Minister of Construction Tran Hong Minh has just signed an official dispatch to the My Thuan Project Management Board regarding speeding up the construction progress of component projects in the Can Tho - Hau Giang and Hau Giang - Ca Mau sections.
Under the direction of the head of the Construction sector, the My Thuan Project Management Board must strictly implement the instructions of the Ministry of Construction in organizing construction, ensuring the completion of the main route of the project to put it into operation on December 19, 2025; at the same time, take full responsibility before the Minister of Construction for the progress and quality of the project.
My Thuan Project Management Board is responsible for coordinating with the competent authorities of the provinces and cities of Can Tho, An Giang , and Ca Mau to accelerate site clearance and handover of the traffic monitoring and control system for the Project in October 2025; periodically announce material prices, machine shift prices, and construction price indexes to promptly adjust contract prices.
Based on the remaining volume, the contractors' commitments and the implementation plan, My Thuan Project Management Board must rebuild the detailed progress of each item by day and week of each contractor, along with the needs of machinery, equipment and human resources, to ensure completion and put the main line of the project into operation on December 19, 2025. Contractors must fully mobilize machinery, equipment, human resources, organize construction in "three shifts, four shifts", ensuring the proposed progress.
“The Director of My Thuan Project Management Board must be present at the site, instruct the Project Management Board and the supervising consultant to inspect and control the daily output. For contractors who cannot fix the problem, the volume must be urgently transferred so as not to affect the project progress. My Thuan Project Management Board must strictly control and not allow contractors to arbitrarily remove machinery and equipment from the site before completing the project,” Minister Tran Hong Minh requested.
For construction contractors, Minister Tran Hong Minh requested to arrange adequate means of transportation and material storage areas to gather and bring all aggregate materials such as crushed stone, asphalt concrete stone, and embankment soil to the construction site according to plan, and organize the construction of the foundation, base, and road surface immediately after unloading.
Some units with large remaining construction volume of crushed stone and asphalt concrete such as: VNCN E&C Construction and Engineering Investment Joint Stock Company, Trung Nam Construction and Installation Investment Joint Stock Company 3, Thi Son Production and Construction Limited Liability Company, Construction Corporation No. 1, Hai Dang Joint Stock Company, Tan Nam Construction Joint Stock Company, Bac Trung Nam Infrastructure Construction Joint Stock Company... need to mobilize additional full construction lines of crushed stone and asphalt concrete, and at the same time supplement the source of asphalt concrete from commercial suppliers to organize construction immediately.
Minister Tran Hong Minh also requested Truong Son Construction Corporation to prepare machinery, equipment, human resources and material resources to receive and execute a part of the remaining large and behind-scheduled work volume of the remaining contractors. Contractors meeting the plan need to share and support human resources and equipment with other units to ensure the overall progress of the project.
It is known that the North-South Expressway Construction Project in the East, Can Tho - Hau Giang and Hau Giang - Ca Mau sections has a main route length of 110.85 km, passing through Can Tho City (0.6 km), Hau Giang Province (63.65 km), Bac Lieu Province (7.7 km), Kien Giang Province (17 km) and Ca Mau Province (21.9 km), along with 25.85 km of connecting routes.
The project is divided into two component projects including the Can Tho - Hau Giang section and the Hau Giang - Ca Mau section, invested by My Thuan Project Management Board; scale of 4 lanes, total investment of 27,523 billion VND.
The entire route includes 4 construction packages (Can Tho - Hau Giang section has 1 package, Hau Giang - Ca Mau section has 3 packages), started on January 1, 2023, planned to be completed on December 19, 2025.
With the strong direction of the Government, and the participation of ministries, branches and localities, up to now, the difficulties and obstacles in site clearance and material sources have been resolved. The progress of the project completion currently depends entirely on the construction organization of the contractors.
During the implementation process, the Ministry of Construction regularly inspects the site, urges and directs investors and contractors to carry out construction to ensure project progress and quality.
However, according to the report of the Department of Economics - Construction Investment Management (Ministry of Construction), the project's progress is still slow and has not met the committed plan. As of mid-October 2025, the entire project has only achieved an output of 13,948/18,342 billion VND, equal to 76% of the contract value, 4% behind the plan.
The main reasons for the slow progress include: leaders of some units have not paid attention and given strong direction in allocating financial resources and increasing machinery and equipment for the construction site; the construction organization is fragmented and unscientific; not mobilizing enough construction lines for crushed stone and asphalt concrete to organize the construction of the roadbed and foundation, leading to the accumulation of workload from previous months.
In particular, some units have not seriously implemented the instructions of the Ministry of Construction in organizing construction. According to the Department of Economics - Construction Investment Management, if there are no changes and breakthroughs in the coming time, the project will not be able to be completed on schedule.
