Stolen car sales ring sentenced

Through social networks, Bui Tan Phin (born in 1988, from Quang Ngai ) bought a stolen motorbike at a cheap price, then "magically" transformed it into a genuine motorbike with fake papers. After that, Phin gave the motorbike and papers to his accomplices to pretend to be the owner and took it to a pawn shop to mortgage at a high price.

According to the case, Bui Tan Phin was sentenced by the People's Court of Trang Bom district ( Dong Nai province) to 9 months of non-custodial reform for the crime of "receiving property obtained by others through criminal acts", completing his sentence in 2020.

Since October 2021, due to not having a stable job, Phin went on social networking sites to look for cheap but new motorbikes without papers such as SH mode, Satria, Raider... During the negotiation process, Phin took the frame number, engine number, and license plate information on the motorbike he wanted to buy and asked a woman named Ba to check and found out that the frame number and engine number of the motorbike did not match the license plate. Therefore, Phin knew that this motorbike was obtained through crime and had its license plate changed, but he still agreed to buy it.

To easily sell the stolen motorbike at a high price, Phin discussed and agreed with Truong Minh Hai (born in 1988, residing in Dong Nai) that Hai would be responsible for purchasing identity cards (ID cards) from pawnshops and motels (because customers did not take them), then pasting Hai's photo on them. Then, Phin took a photo of Hai's fake ID card and provided information about the motorbike he had purchased, sending it via Zalo to Ms. Ba so that this person could forge the motorbike's papers for 1.5 million VND/paper. Next, Phin and Hai brought the motorbike and the fake papers to the pawnshop and claimed to be the owner of the motorbike to be mortgaged at a high price.

After pawning the car, Hai brought the money back to give to Phin. Phin divided Hai 1-3 million VND for each transaction, Phin benefited from the remaining money. To avoid being detected, Hai also invited the couple Ngo Khanh Linh (born in 2001, from Soc Trang) and Le Thi Phuong Hong (born in 2001, living in Binh Duong ) to participate by providing Linh's image for Hai to paste on the ID card. After that, Linh and Hong pretended to be the car owners and went to the pawn shop to mortgage the money, then brought the money back to give to Hai.

On December 6, 2021, through social networks, Phin contacted Giang (unknown background) to buy a Honda Vario motorbike for 18 million VND. Then, Phin contacted Hai to provide Linh's ID card with a photo (with information that it was Mos Vu, born in 1995, from An Giang). Hai contacted Ms. Ba to forge the motorbike papers with the owner's name being Mos Vu. On December 7, 2021, Phin delivered the motorbike and fake papers to Hai, Linh took them to mortgage at a pawnshop in An Binh ward, Bien Hoa city (Dong Nai province) for 22 million VND. After this "deal", Hai was given 700,000 VND by Phin, and Linh was given 1.5 million VND by Phin. During the investigation, the police determined that the Honda Vario motorbike above had the real license plate number 64D1-465.34 belonging to Ms. Nguyen Thi Thuy Trinh and was lost on December 6, 2021.

Similarly, on December 7, 2021, Phin continued to contact Giang to buy a Honda Vario motorbike for 22 million VND. Then, Phin asked Hai to provide an ID card with information of Mr. Le Chi Hieu to ask Ms. Ba to forge documents under the owner's name, Le Chi Hieu. Phin delivered the motorbike and fake documents to Hai, Linh to mortgage at a pawnshop in An Binh ward, Bien Hoa city for 28 million VND. For this case, Phin divided 2.5 million VND for Hai and Linh. Through verification, the police determined that the Honda Vario motorbike above belonged to Ms. Tran Thi Quynh and was lost on December 6, 2021 in My Phuoc ward, Ben Cat town. Using similar tricks, Phin, Hai, Linh and Hong committed 8 more cases.

The People's Court of Di An City has just held a first-instance trial for defendants Bui Tan Phin, Truong Minh Hai and two accomplices on charges of "receiving property obtained through criminal acts", "fraudulently appropriating property" and "forging seals and documents of agencies and organizations". The trial panel sentenced defendant Bui Tan Phin to 18 years and 3 months in prison for all three charges; defendant Truong Minh Hai must serve a sentence of 17 years and 3 months in prison...
