Recorded in Phu Yen's leading district participating in giving opinions on amending the Constitution

Visiting Tuy An district (Phu Yen) in late May 2025, CAND Newspaper reporters witnessed images of working groups going day and night to villages, hamlets, and residential areas to implement Plan No. 95/KH-UBND dated May 9, 2025 of Phu Yen Provincial People's Committee, organizing to collect opinions from people and sectors and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam.

Mr. Huynh Gia Hoang, Chairman of Tuy An District People's Committee, said that with the motto: "Going from alleys, knocking on every door, mobilizing every citizen", for nearly half a month, working groups of 15 communes and towns have been working tirelessly day and night at private homes, in coffee shops, at markets, in fields and on plantations.

In cases where citizens are living far away, working groups contacted them by phone to solicit comments on the draft amendments to the Constitution via the VNeID application. Many people who did not have a level 2 identification account were guided and supported to go to the Department of Administrative Management of Social Order of Phu Yen Provincial Police or Chi Thanh Town Police to receive and activate their accounts.

When mobilizing and guiding people to contribute ideas to the draft amendments to the Constitution, the working groups focused on promoting awareness of the sacred rights, obligations and responsibilities of each citizen.

It is worth noting that during the process of collecting public opinions; the team of officers and soldiers of the Public Security of communes and towns, with the core role, always made active efforts day and night; 100% of officers, civil servants, and party members from the district to the commune and village pioneered and set an example in completing their participation in giving opinions on the draft amendments to the Constitution via the VNeID application before May 25.

According to statistics, as of the morning of May 27, Tuy An district had 57,711 citizens participating in giving opinions on the Resolution amending and supplementing the 2013 Constitution via the VNeID application, reaching a rate of 65.3% and being the leading district-level locality in Phu Yen province with an average rate of 24.6%. Of which, An Nghiep commune had 3,113 people participating in giving opinions and was the first commune-level locality to reach the finish line in the province, reaching a rate of more than 91% from May 23, exceeding 1% compared to the minimum target set by the Phu Yen Provincial People's Committee. An Ninh Dong commune had the highest number of citizens participating in giving opinions in Phu Yen province with 7,629 people.

Sharing with CAND Newspaper, Lieutenant Colonel Nguyen Minh Tham, Chief of An Nghiep Commune Police, said that with a force of 9 officers, including 1 officer currently being mobilized by the Phu Yen Provincial Police Investigation Agency, 1 investigator in charge of receiving and handling crime reports and denunciations and conducting investigation activities under their authority, the remaining 7 officers from commanders to local police must both ensure security and order in the area and register all types of vehicles in An Nghiep and An Xuan communes... but all are mobilized to participate in 4 working groups to go to people's houses at night to guide and support people to give opinions on the draft amendments to the Constitution.

In response to the active efforts of the working groups, many people enthusiastically participated in giving their opinions. Mr. Dang Phi Hung (residing in Trung Luong 1 village) sincerely expressed: “Although I have a level 2 identification account, I am not familiar with the operations on the VNeID application. I am very happy to receive enthusiastic guidance from the Commune Police, so I participated in giving opinions on the draft amendments to the Constitution as a citizen”. Mr. Le Cong Hoa (residing in Dinh Phong village) excitedly said: “In addition to being guided to participate in giving opinions on the draft amendments to the Constitution on the VNeID application, people are also supported by the Commune Police to activate level 2 electronic identification, at the same time, propagandizing and disseminating the law, warning about the tricks of various types of criminals, especially high-tech criminals in cyberspace”.

In An Ninh Dong commune - a coastal area in the East of Tuy An district, we witnessed the image of a working group of 20 cadres led by Ms. Le Thi Hong Nhan, Chairwoman of the Commune Women's Union, being divided into many groups to visit each house from late afternoon until 10pm to guide people to give comments on the draft amendments to the Constitution. Not only the 4 working groups established by the People's Committee of An Ninh Dong commune, but this locality also mobilized party members of the Party cells and the Project 06 working group to coordinate with socio- political organizations, teachers and students of high schools, and community digital technology groups to participate in supporting the people.

“Along with continuing to strengthen and promote extensive propaganda to each village, hamlet and people about the purpose, meaning, scope and content of the Resolution on amending and supplementing a number of articles of the 2013 Constitution, the Party Committee and People's Committee of 15 communes and towns focus on directing the Commune Police to act as the core, resolutely deploying day and night, striving to ensure that by May 29, at least 90% of people in the district participate in giving opinions on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution via the VNeID application” – Mr. Huynh Gia Hoang added.
