The Council members include: Mr. Nguyen Van Doan, Director of the National Museum of History; Mr. Pham Quoc Quan, former Director of the National Museum of History; Ms. Nguyen Thi Huong Thom, Head of the Preservation Department, National Museum of History; Mr. Nguyen Xuan Hoa, former Director of the Department of Culture and Information of Thua Thien Hue province (now the Department of Culture and Information of Hue city); Mr. Phan Tien Dung, Chairman of the Historical Science Association of Hue city; Ms. Huynh Thi Anh Van, former Director of the Hue Royal Antiquities Museum; artisan Nguyen Thi Thu Hien, restoration and preservation expert, Tu Thoi Gian Company; Mr. Ho Huu Hanh, Director of Hue Monuments Restoration Joint Stock Company and Mr. Ngo Van Minh, Director of the Hue Royal Antiquities Museum.

The Council Secretary is Mr. Tran Tuan Anh, Head of Cultural Heritage Management Department of Hue City Department of Culture, Sports and Tourism.

The Council is responsible for assessing the status and proposing a plan to preserve and restore the Nguyen Dynasty Royal Throne National Museum to help the Chairman of Hue City People's Committee consider and decide on a plan to preserve and restore this National Museum.

Previously, after the incident, the Hue City People's Committee sent a document to the Ministry of Culture, Sports and Tourism asking for opinions on establishing a Council to evaluate and develop a plan to restore the Nguyen Dynasty Royal Throne National Park that had just been damaged. Hue proposed that the Ministry preside over the establishment of the Council or authorize the Hue City People's Committee to establish it; at the same time, it invited representatives of cultural management agencies and experts in research and restoration of antiquities to participate.

After receiving the document, the Ministry of Culture, Sports and Tourism has just responded to the establishment of a Scientific Council to assess the status and propose a plan to preserve and restore the Nguyen Dynasty King's Throne National Park. Accordingly, the Ministry agreed to establish a Scientific Council to assess the status and propose a plan to preserve and restore the Nguyen Dynasty King's Throne, established by the Chairman of the Hue City People's Committee.

As reported by the Newspaper, at 12:10 p.m. on May 24, Ho Van Phuong Tam (born in 1983, from Hue City, residing in Ho Chi Minh City) while visiting the Thai Hoa Palace relic in the Hue Imperial City suddenly jumped over the security fence and entered the National Hospital of the Nguyen Dynasty's Throne.

Tam sat on the throne, then stripped naked and walked around, causing the front left armrest of the Nguyen Dynasty throne to break into three pieces. After the incident, the security force restrained him and reported to the police to arrest him.

Tam is a subject who was once administratively punished by the court and sent to a compulsory drug rehabilitation facility. Currently, the Hue City Police Department is requesting a psychiatric assessment of the subject.
