Extending many key projects to clear land

At the same time, Bien Hoa city is speeding up the completion of the Dong Nai River embankment and road project (from Hoa An bridge to the border of Vinh Cuu district), another key project of the province invested by the city.

Resolving compensation issues for 3 key projects

Bien Hoa City has many key projects and works of the province being implemented. However, recently, most of the projects and works have been delayed due to problems in site clearance. A typical example is Huong Lo 2 Project, Section 1, Phase 1. The project started construction at the end of 2021, but to date the site clearance has not been completed.

"The project still has about 250m of land clearance to begin construction," said Nguyen Linh, Deputy Director of the Provincial Traffic Construction Investment Project Management Board.

Along with that, a series of other projects such as Cai River Road and Bien Hoa City Central Axis Road have encountered difficulties in site clearance. In order to promote the progress of the projects, recently, Bien Hoa City and related units have also focused on site clearance for these projects. However, problems with the project schedule have affected the overall progress of site clearance.

Specifically, all three projects of Huong Lo 2, Cai River Road, and Bien Hoa City Central Axis Road have expired at the end of 2024. Therefore, the payment of compensation and support to people in the project area cannot be implemented.

“For the Cai River Road Project, by early March 2025, Bien Hoa City approved a compensation and support plan for households with an amount of 108 billion VND, but could not disburse because the project ends at the end of 2024,” said Chairman of Bien Hoa City People's Committee Nguyen Phong An.

To resolve difficulties in site clearance for projects, in March, Bien Hoa City People's Committee sent a document requesting the Provincial People's Committee to extend the fiscal year for the above 3 projects.

"Up to now, the Provincial People's Committee has made decisions to extend the implementation period for site clearance and capital disbursement for these three projects," Mr. Nguyen Phong An added.

Regarding the Bien Hoa City Central Axis Road Project, after a field inspection of the project at the end of March, Chairman of the Provincial People's Committee Vo Tan Duc agreed on the policy of temporary accommodation for households whose houses have not been relocated in the project, similar to the current application of the Bien Hoa - Vung Tau Expressway Project. The Bien Hoa City People's Committee will compile a list of households subject to temporary accommodation and submit it to the Provincial People's Committee. At the same time, organize a campaign to mobilize people to hand over the entire project site before April 30.

Maximum priority for road and embankment projects along Dong Nai river

Among the key projects in Bien Hoa city, the Dong Nai River embankment and road construction project was assigned by the Provincial People's Committee to Bien Hoa city as the investor. This is also the project chosen by the Provincial Party Committee to implement to celebrate the 12th Provincial Party Congress, term 2025-2030, towards the 14th National Party Congress.

According to the Bien Hoa City People's Committee, the construction progress of the Dong Nai River embankment and road construction project is being accelerated. However, the construction of the Dong Nai River embankment road is facing difficulties related to the section passing through the ancient villa of Governor Vo Ha Thanh. Regarding this issue, Bien Hoa City has proposed to the province to agree on a plan to straighten the route for the section passing through this area.

"To straighten the section passing through the ancient villa of Doc Phu Vo Ha Thanh, it is necessary to make local adjustments to the zoning plan of Buu Long ward, as well as prepare project adjustment documents before construction can continue," said Mr. Nguyen Phong An.

According to Mr. An, to speed up the project's completion, Bien Hoa city will carry out parallel procedures to both adjust the project and submit local adjustments to the zoning plan of Buu Long ward.
