Representatives of the Department of Construction of Gia Lai province reported on the ongoing work related to the Quy Nhon - Pleiku Expressway Project. |
The Gia Lai Provincial People's Committee has just held a Conference to inspect the progress of compensation and site clearance for the Quy Nhon - Pleiku Expressway Project to comprehensively review the implementation process, remove difficulties and obstacles; especially in the section passing through the old Gia Lai province to ensure the overall progress of the project.
According to the report of the Gia Lai Province Construction Investment Project Management Board, the total demand for construction materials for the project is very large. Including about 43 million m3 of fill soil; 5.8 million m3 of sand; 16 million m3 of stone. However, local mineral mines have been surveyed and basically meet this demand for the project.
Regarding implementation progress, up to now, provincial units have completed a number of important tasks including topographic survey, hydrological calculation, drainage system design and flood drainage mathematical model.
The province has also reached agreements on construction locations for civil works such as underpasses, overpasses, diversion canals, collection roads, dumping sites and construction material exploitation areas.
In addition, the preparation of the Feasibility Study Report and Environmental Impact Assessment (EIA) of the project is also being promoted in parallel with the basic design. Gia Lai province has also identified the locations of basic material mines that meet the project requirements.
Regarding resettlement, Gia Lai province plans to arrange 7 resettlement areas for 122 households directly affected, out of a total of more than 1,000 households to be relocated. Currently, localities have completed planning and investment documents for resettlement areas, awaiting appraisal and approval to start construction simultaneously in 2026.
Currently, technical work related to survey, design and completion of legal documents will also be accelerated to ensure the progress of the entire project.
At the conference, representatives of the authorities of 5 communes and 1 ward where the expressway passes through in the former Gia Lai province raised a series of specific difficulties, including issues of determining boundary markers, arranging resettlement areas, and coordinating surveys of material mines.
Specifically, Mr. Le Trong, Secretary of the Mang Yang Commune Party Committee, said that the Quy Nhon – Pleiku Expressway Project passing through Mang Yang Commune selected the up and down points at Provincial Road 666 to connect to the expressway. However, Provincial Road 666 is a grade 4 mountainous road, currently small.
Therefore, the Party Secretary of Mang Yang commune proposed that "this intersection should be expanded to serve heavy trucks going up and down in both directions" and hoped that from this intersection to National Highway 19, there is still about 4 km that needs to be invested and completed.
Speaking at the conference, Mr. Nguyen Tu Cong Hoang, Vice Chairman of Gia Lai Provincial People's Committee, requested the provincial Project Management Boards to strengthen decentralization and delegation of authority to localities; communes and wards urgently establish their own Compensation and Site Clearance Councils to proactively implement.
Regarding compensation policy, currently Gia Lai (old) area applies Gia Lai policy; Binh Dinh (old) area applies Binh Dinh policy. The Vice Chairman of Gia Lai province said that the same project cannot apply two different policies.
Therefore, Mr. Hoang suggested that the Department of Agriculture and Environment should soon advise the province to issue a unified compensation policy applicable to the (new) Gia Lai province for all projects; if there is resettlement, it should specify the number of people to be relocated, the scale, area, and specific location.
The Vice Chairman of Gia Lai Provincial People's Committee emphasized that compensation and resettlement work must be carried out carefully and fairly, ensuring the rights of the people and the progress of the project.
The project is expected to start construction in October 2025 and be completed in the 2025 - 2029 period.
It is expected that from July 30, Gia Lai province will start marking the site clearance in the field. After that, the Gia Lai Provincial Investment and Construction Project Management Board will coordinate with local authorities to hand over the boundary markers and update data for compensation, support and resettlement.
