Disburse to the right subjects to improve the efficiency of using policy credit capital

Today, June 5, in Hanoi, the Vietnam Bank for Social Policies (VBSP) held an online conference of the Board of Directors (BOD) with representatives of the BODs of VBSPs at all levels. In the first 5 months of 2025, following the direction of the central government, the State Bank, the Board of Directors of the Vietnam Bank for Social Policies, and the Board of Directors at all levels, closely followed the direction of the superiors to direct the Vietnam Bank for Social Policies at the same level to well implement the assigned political tasks. Regarding the results of capital implementation, the total credit capital as of May 31 reached VND 410,857 billion, an increase of VND 34,618 billion compared to 2024.

Regarding the results of the implementation of the credit growth plan, in 2025, the Prime Minister assigned the Vietnam Bank for Social Policies to increase credit growth for policy credit programs by a maximum of 8% compared to 2024, equivalent to about VND 21,550 billion and the central budget provided VND 2,418 billion for lending to the social housing program.

Immediately after receiving the credit capital plan from the Prime Minister, the Bank for Social Policies promptly assigned credit plan targets to the branches of the Bank for Social Policies in provinces and cities for implementation.

Branches of the Social Policy Bank in provinces and cities advise the Board of Directors of the Social Policy Bank at the same level to assign planning targets, direct the review of beneficiaries, ensure disbursement to the right beneficiaries, and improve the efficiency of using policy credit capital in the locality.

The 2025 credit growth plan prioritizes a number of credit lending programs for poor and near-poor households, households that have just escaped poverty, production and business households in difficult areas, students in difficult circumstances, and loans for social housing programs.

By May 31, 2025, total lending turnover reached VND 67,353 billion, with 1,077 thousand poor households and other policy beneficiaries receiving loans, total debt collection turnover reached VND 45,312 billion, equal to 67.3% of lending turnover. Total outstanding policy credit balance reached VND 389,388 billion, an increase of VND 21,757 billion compared to 2024.

Units in the entire system continue to effectively carry out the work of urging the collection of due debts and overdue debts, synchronously implementing solutions to control and maintain stable credit quality. By May 31, 2025, the total overdue debt and debt foreclosed in the entire system was VND 2,091 billion, accounting for 0.54% of total outstanding debt.

Regarding entrusted activities through socio-political organizations, by May 31, 2025, the total outstanding policy credit balance will reach VND 386,158 billion, an increase of VND 20,959 billion compared to December 31, 2024.

Regarding the tasks in the coming time, the Social Policy Bank identified many important contents, including the Chairman of the People's Committee at the commune level after the merger promoting the role and responsibility as a member of the Board of Directors' representative board to continue directing the improvement of the quality of policy credit activities at the grassroots level, improving the efficiency of policy credit capital sources, especially paying attention to directing the arrangement of transaction locations and forces to ensure the safety of people and assets for the Social Policy Bank to carry out transaction activities for poor households and policy beneficiaries in the area.
