Receiving opinions and recommendations from voters sent to the 11th Session of the 18th Provincial People's Council, term 2021-2026, the People's Committee of Thanh Hoa province has directed departments, branches, provincial units, People's Committees of districts, towns, cities and related units to focus on resolving issues of concern and recommendations from voters.

Trieu Son district mobilizes resources to expand rural roads.

Voters of Ha Bac commune (Ha Trung) requested the province to support funding for the construction of Tran bridge over the spillway of Cua Khau lake and the upgrading of Bac Yen bridge over Hoat river. Funding support for the construction of the remaining 4km of Hoat and Tong river dykes under the Bac - Long - Giang irrigation project. According to the settlement results, regarding the request for the province to support funding for the construction of Tran bridge over the spillway of Cua Khau lake and the upgrading of Bac Yen bridge over Hoat river: Ha Trung district People's Committee has included it in the list of projects that need investment, repair and upgrading; however, due to the decrease in land use fee revenue of the district, the capital source has not been allocated for implementation. Funding support for the construction of the remaining 4km of the Hoat River and Tong River dykes under the Bac - Long - Giang irrigation project: The 4km left dike of the Hoat River is currently located within the 9.8km left dike of the Hoat River, which is a part of the project on water infrastructure adapting to climate change for smallholders in rural areas (CRWIS) in Thanh Hoa province, using loans from the International Fund for Agricultural Development (IFAD). Currently, the Provincial People's Committee has directed the Management Board of the project on investment in construction of agricultural and rural development works to complete the project proposal report according to comments from central ministries and branches, and report to central ministries and branches according to regulations.

Voters of Ha Trung district requested the Provincial People's Committee to support funding for medical equipment investment for Ha Trung General Hospital, because the 7-storey building is almost completed but has no equipment, the old equipment is broken, lacking a lot, not meeting the medical examination and treatment needs of the people. According to the results of the settlement, the Provincial People's Committee is assigning the Department of Health to preside over the review and assessment of all medical equipment needs of district-level hospitals; on that basis, arrange to assess the necessity and urgency of the hospital, report to the Provincial People's Committee according to regulations.

Voters of Cam Chau commune (Cam Thuy) requested the Provincial People's Committee to hand over part of the farm's land to the locality for management, to complete the procedures for granting land use right certificates to households. According to the settlement results, currently in Cam Chau commune, there is land belonging to 2 units, Cam Ngoc Forestry Company and Thong Nhat Thanh Hoa Dairy Cow One Member Co., Ltd.; for the land area of Thong Nhat Thanh Hoa Dairy Cow One Member Co., Ltd., the Provincial People's Committee has approved the land use plan in Decision No. 1112/QD-UBND dated April 2, 2018, in which, there is no area for handing over to the locality for management. For Cam Ngoc Forestry Company, because the Prime Minister has not yet approved the arrangement and renovation plan, the land recovery procedures have not been carried out. Therefore, the voters' request to recover the land and hand it over to the locality has no basis for settlement. In the coming time, the Provincial People's Committee will continue to direct the Department of Agriculture and Rural Development to report to the Ministry of Agriculture and Rural Development for guidance on implementation according to regulations as a basis for implementing the next steps.

Voters of Cam Thuy district requested the province to support and invest funds to upgrade and repair route 523E through Cam Luong commune, route 523B from Cam Tu to Cam Quy. Requested to invest in drainage ditches for route 523C through Cam Long commune, route 519B (old) now route 523B through Dong Cha residential group, provincial road 518 B to facilitate people's travel: According to the report of the Department of Transport, in 2023, the routes were invested in, repaired, upgraded, serving people's travel.

Voters of Cam Long commune (Cam Thuy) requested the province to speed up the construction progress of Cam Long commune Health Station: According to the report of the Management Board of Investment Projects for Construction of Civil and Industrial Works: Up to now, Cam Long commune Health Station has been completed and put into use.

Voters of Cam Chau commune (Cam Thuy) requested the province to speed up the construction of the industrial cluster in Cam Chau commune, and at the same time increase the compensation price for the people. According to the settlement results, regarding the acceleration of the construction of the industrial cluster: Currently, the investor is completing the documents and investment procedures on schedule to put the project into operation soon. The Provincial People's Committee will direct the Cam Thuy District People's Committee to support the investor to complete compensation and site clearance for the remaining household. Regarding the compensation price for the people: The project is a case of land acquisition, so the compensation price is implemented according to the provisions of current law.

Voters of Ngoc Lac district proposed that the Provincial People's Committee invest in upgrading the Ba Si route to Nguyet An and Phung Minh communes: The Ba Si route to Nguyet An and Phung Minh has been upgraded by the Chairman of the Provincial People's Committee to a section of Provincial Road 506E (Xuan Thien - Ngoc Phung) in Decision No. 3101/QD-UBND dated September 16, 2022; in which, the section passing through Ngoc Lac district is 16.2km long. Pursuant to Decision No. 4828/QD-UBND dated December 18, 2023 of the Provincial People's Committee Chairman on approving the list of provincial road repair works under the 2024 road maintenance plan, the Department of Transport is implementing the project to repair sections Km0+630-Km1+630, Km6+500-Km9+00 and the traffic safety system on provincial road 506E (Xuan Thien - Ngoc Phung) with a total investment of 13.3 billion VND, scheduled to be completed in the fourth quarter of 2024.

Voters of Ban Cong commune (Ba Thuoc) requested the province to soon allocate funds to repair route 521B, section Km5+800 passing through Chieng Lau village, which is currently degraded, flooded during heavy rains and causing water flow blockages, affecting the infrastructure of houses of households around the area. According to the results of the settlement and implementation of Decision No. 4828/QD-UBND dated December 18, 2023 of the Provincial People's Committee Chairman on approving the list of repair works of provincial roads under the road maintenance plan in 2024, the Department of Transport is implementing the project to repair sections Km0+00 - Km0+130, Km1+733 - Km4+00, Km4+400 - Km7+00 of route 521B, including the section through Chieng Lau village, Ban Cong commune (Ba Thuoc) with a total investment of 19.4 billion VND, scheduled to be completed in the fourth quarter of 2024.

Voters of Ba Thuoc district requested the province to support resettlement allowances from 2013 to present for households so that people have funds to stabilize their lives. Because currently, in the district, there are still 73 households with 281 people who have relocated (including: Co Lung commune 7 households; Ban Cong commune 1 household; Thanh Son commune 2 households; Lung Niem commune 27 households; Lung Cao commune 22 households; Ai Thuong commune 10 households; Thiet Ke commune 2 households; Thanh Lam commune 2 households) who have not received support money according to regulations. According to the settlement results, based on the capital allocated by the Central and local governments to implement the Population Dispatch Program, the Provincial People's Committee will direct the Department of Agriculture and Rural Development to continue to coordinate with the Ba Thuoc People's Committee, requesting competent authorities to support funding to stabilize the lives of households.

Voters of Lang Chanh district requested the Provincial People's Committee to soon have a solution to reorganize the apparatus of Lang Chanh Forestry Company. According to the results of the settlement, the Prime Minister issued Document No. 9016/VPCP-DMDN dated November 21, 2023 assigning relevant ministries and branches to advise on the settlement. At the same time, after the central ministries and branches issued documents guiding Decree 04/2024/ND-CP dated January 12, 2024 of the Government on amending and supplementing a number of articles of Decree No. 118/2014/ND-CP dated December 17, 2014 of the Government on the arrangement, innovation and development, and improving the operational efficiency of agricultural and forestry companies; The Provincial People's Committee will direct the Department of Agriculture and Rural Development to coordinate with relevant units to advise the Provincial People's Committee to review and rebuild the overall plan to reorganize and innovate Lang Chanh Forestry Company and Cam Ngoc Forestry Company.

Voters of Lang Chanh district requested the Provincial People's Committee and relevant departments and branches to develop a mechanism to support cooking costs and lunch money for preschool children in schools that are no longer entitled to the policy, contributing to the good implementation of teaching and learning tasks. According to the results of the settlement, the Ministry of Education and Training has completed the draft Decree of the Government stipulating policies for children in kindergartens, students, and trainees in ethnic minority and mountainous areas, especially disadvantaged communes in coastal and island areas and educational institutions with students entitled to the policy (replacing Decree No. 116/2016/ND-CP dated July 18, 2016). Therefore, to avoid overlap and duplication with the Central policies being developed, the Standing Committee of the Provincial Party Committee issued Conclusion No. 2372-KL/TU dated May 25, 2023 on the agreement not to issue the above Policy. After the Government issues the above Decree, the Provincial People's Committee will direct the Department of Education and Training to organize the implementation according to regulations.

Voters of Thung village, Dong Luong commune (Lang Chanh) proposed that the province invest in early construction of the national power grid system so that people have electricity for daily life, production, and poverty reduction: According to the report of Lang Chanh District People's Committee: The 35kV power line project, transformer station and 0.4kV power line in Thung village, Dong Luong commune were approved by Lang Chanh District People's Council in Resolution No. 106/NQ-HDND dated December 26, 2022. The project, invested by Lang Chanh District People's Committee, started construction in 2023 and was energized to serve the people at the end of March 2024.

Voters of Lang Chanh district proposed that the province upgrade and repair Ben Lam suspension bridge, across Am river in Giao An - Giao Thien commune. According to the settlement results, the Chairman of Lang Chanh district People's Committee issued Decision No. 1414/QD-UBND dated October 11, 2023 approving the investment policy for the Ben Lam bridge construction project in Giao An commune. Up to now, it is in the stage of preparing procedural documents. The Provincial People's Committee will direct Lang Chanh district People's Committee to speed up investment preparation work to start construction of the project soon.

Voters of Lang Chanh Town proposed that the province allocate funds to build a flood-prevention embankment along both banks of the Am River in the Town area. According to the settlement results, on November 3, 2023, the People's Committee of Thanh Hoa province issued Plan No. 275/KH-UBND on the implementation of the Project on preventing and combating riverbank and coastal erosion until 2030 in Thanh Hoa province. Currently, the Department of Agriculture and Rural Development has coordinated with relevant localities and units to review and develop, and propose a list of works to prevent and combat riverbank and coastal erosion (including the Am River bank through Lang Chanh Town according to the above-mentioned proposal No. 86 of voters). After the Department of Agriculture and Rural Development completes the list, the Provincial People's Committee will review and direct relevant units to implement in accordance with the roadmap, goals, and solutions issued in Plan No. 275/KH-UBND.

Voters of Thach Binh and Thach Son communes (Thach Thanh) proposed that the Provincial People's Committee invest in facilities for grassroots health care in general and Thach Binh Commune Health Station in particular; build a new Thach Son Commune Health Station in general to ensure primary health care for the people. According to the results of the settlement, currently 100% of commune health stations in Thach Thanh district have met the standards according to the national criteria for commune health for the period up to 2020 (stipulated in Decision No. 4667/QD-BYT dated November 7, 2014 of the Ministry of Health). In the coming time, the Provincial People's Committee will direct the Department of Health to study appropriate capital sources to advise competent authorities to invest in, renovate and upgrade degraded health stations (after being reviewed) in Thach Thanh district.

Voters of Thach Thanh district proposed to upgrade and repair Provincial Road 523 from Thanh Truc to Doc Trau, Kim Tan town; build covered drainage ditches along Highway 516 passing through Thach Dinh commune; drainage ditches on both sides of National Highway 45 passing through the residential area of Hop Thanh village, Thanh Hung commune; covered drainage ditches on both sides of Highways 516b and 523 running through Kim Tan town. According to the settlement results, for provincial roads: In 2023, the Department of Transport has completed the repair of some sections of Provincial Road 523. In 2024, the Department of Transport is repairing roads such as: Provincial Road 523; Provincial Road 516B; Provincial Road 516. Regarding National Highway 45: The Department of Transport issued Official Dispatch No. 1527/SGTVT-KHTC dated March 18, 2024 requesting Road Management Area II (the unit managing and maintaining the route) to report to the Vietnam Road Administration and the Ministry of Transport to repair the drainage ditches along both sides of National Highway 45 mentioned above.

Voters of Thach Thanh district proposed that the Provincial People's Committee soon approve the General Planning of Kim Tan town until 2035, creating conditions for the unit to implement civilized urban criteria to ensure the time according to the roadmap: The Provincial People's Committee approved the project in Decision No. 884/QD-UBND dated March 4, 2024.
