Dissolution of 12 regional Cultural and Media Centers

VHO - The People's Committee of Ha Tinh province has just issued Decision No. 2665/QD-UBND on dissolving 12 regional Cultural - Communication Centers. This is a step to implement the policy of rearranging and streamlining the organizational apparatus according to Resolution No. 18-NQ/TW of the Central Executive Committee.

According to the decision, 12 units subject to dissolution include the regional Cultural - Communication Centers: Nghi Xuan, Hong Linh, Can Loc, Duc Tho, Huong Son, Vu Quang, Huong Khe, Thach Ha, Thanh Sen, Cam Xuyen, Bac Ky Anh and Nam Ky Anh.

These centers were previously established under Decision No. 1546/QD-UBND dated June 25, 2025, on the basis of rearranging the Cultural - Communication Centers of districts, towns and cities. The dissolution was carried out in the roadmap to innovate the organizational model of provincial-level public service units, to ensure streamlining, efficiency, in accordance with the Government 's policies and the direction of the Provincial Party Committee Standing Committee.

All staff and employees on the payroll at 12 regional Cultural - Communication Centers after dissolution will be transferred to public service units under the People's Committees at the commune level.

After dissolution, all functions and tasks of the regional Cultural - Communication Centers will be transferred to the Provincial Department of Culture, Sports and Tourism . The Department is responsible for organizing the provision of public career services in the fields of culture, sports , tourism and information and communication at the commune level.

Regarding personnel, all civil servants and employees under the payroll will be transferred to public service units under the People's Committee at the commune level, ensuring compliance with regulations and practical requirements. Officials holding leadership positions at the centers after dissolution will be considered for arrangement and appointment to equivalent positions, with their position allowances reserved according to current regulations.

Regarding finance, assets, records, seals and other related contents, the handover is required by the People's Committee of Ha Tinh to be completed before November 20, 2025; the administrative dissolution procedures must be completed no later than November 19, 2025.

According to the Decision, the Department of Culture, Sports and Tourism is the presiding agency, coordinating with relevant units, guiding the People's Committees at the commune and ward levels to carry out the entire dissolution process in accordance with legal regulations. The Departments of Home Affairs, Finance and relevant agencies are assigned to guide, inspect and ensure that the arrangement takes place in accordance with regulations.

The dissolution of 12 regional Cultural - Communication Centers is a concrete step in the roadmap for reorganizing and innovating the organization of public service units that Ha Tinh is implementing synchronously. The goal is to streamline the focal points, improve operational efficiency, avoid overlapping functions, and at the same time create favorable conditions for the culture, sports and tourism sectors to operate more uniformly and professionally in the coming time.
