Reducing information poverty in Son Duong

Dong Tau village, Luong Thien commune has 96 households with 375 people, 76% of households are Dao ethnic group, the poverty rate is 11.4%. Because the village is large, long, and the terrain is fragmented, it is very difficult to inform the people about the Party's guidelines and policies through the media.

Mr. Duong Van Tuan, Head of Dong Tau village, said that before there was no loudspeaker, to make an announcement one had to call, some households without a phone signal had to call directly, which was both costly and time-consuming, and sometimes when there was an urgent matter one had to run to notify each household, which was very difficult. But since the village was provided with 3 loudspeakers in 2024, announcing news has become easier. Now, all one needs to do is record the content that needs to be announced on the phone and then play it on the loudspeaker, and most of the villagers will be able to understand it.

Dong Tau village cultural house, Luong Thien commune is equipped with a modern loudspeaker system, meeting the information and propaganda needs of the people.

Leading guests to the village cultural house, Mr. Tuan excitedly introduced the high-capacity portable speakers, wifi connection system... Mr. Tuan said that now the village cultural house has all the necessary equipment, can serve village meetings, announce news on loudspeakers, so disseminating information and policies of the Party and State, disseminating local directives as well as information about epidemics, erratic weather, warnings about climate change, administrative procedure reform, all become easier and more convenient than ever.

According to Mr. Dang Van Long, Vice Chairman of Luong Thien Commune People's Committee, in 2024, from the capital of the National Target Program on poverty reduction and socio-economic development in the Ethnic Minority and Mountainous Region, support was given to build 6 village cultural houses, with a total cost of over 1.8 billion VND; build 3 auxiliary works for 3 village cultural houses; install communication loudspeaker clusters in 8/8 villages; install poverty reduction propaganda panels at the cultural houses of villages, central locations of the commune.

In addition, the commune has promoted propaganda, dissemination and guidance on poverty reduction work and poverty reduction policies at commune conferences and village meetings. Thanks to that, information on poverty reduction programs and policies has been more widely disseminated to the people. Many poor and near-poor households in the commune have proactively registered to participate in production and livestock support projects such as: pig and goat support, preferential loan support, participation in vocational training classes, livestock guidance, etc. Up to now, the poverty rate of Luong Thien is only 83/872 households, accounting for 9.5%.

Implementing Project 6 on communication and poverty reduction in information, under the National Target Program on Sustainable Poverty Reduction for the period 2021-2025, Son Duong was allocated over 2,278 billion VND. With the above funding, the district has purchased equipment for cultural houses; organized training and learning to improve the capacity of staff working in grassroots information work; coordinated with Tuyen Quang Newspaper to develop news, articles, and reports to enhance information and propaganda on the Party's guidelines and policies, the State's policies and laws on poverty reduction... Thereby, helping people grasp information, policies and learn good models and good practices, to raise awareness and determination to rise out of poverty.

Promote economic development

Determining the general goal of implementing multidimensional, inclusive, sustainable poverty reduction, limiting re-poverty and new poverty; supporting the poor and poor households to overcome the minimum living standard, access basic social services, improve the quality of life, information, propaganda and mobilization work to implement poverty reduction are implemented by Son Duong district in many forms, creating a fundamental change in people's awareness in implementing the poverty reduction goal.

The Department of Culture - Science and Information; the District Center for Culture, Communication and Sports coordinates with relevant agencies and units, the People's Committees of communes and towns to propagate the Party's guidelines and policies, the State's laws on poverty reduction policies being implemented in the district, such as: National target programs (NTP); credit incentive policies; policies to support the development of agricultural and forestry production; policies to supporteducation , vocational training, job creation; health care policies, housing support policies; policies for ethnic minorities... Thanks to full access to information about project programs, Son Duong people are increasingly proactive in economic development and income improvement.

Thanks to the focus on propaganda and mobilization work, the spirit of striving to develop production and reduce poverty in Son Duong district has been aroused.

Every year, communes and towns in the district conduct surveys and reviews of poor and near-poor households, analyze the causes leading to the difficult circumstances of these groups, and then propose practical, appropriate and effective propaganda solutions. Thanks to that, awareness has been raised, gradually eliminating the mentality of waiting and relying on others, and promoting the will to escape poverty of the people.

In addition to propaganda work, the district has increased training courses on livestock and crop farming knowledge. Through these training courses, people have improved their knowledge and applied it to production development, bringing about practical results.

Like many villagers, the family of Mr. Bui Viet Chuong, Phu Son village, Phu Luong commune, has been actively informed about poverty reduction and credit policies. At the same time, he has also proactively sought information through local channels such as: Electronic information page, zalo, facebook, etc. Mr. Chuong expressed that recently, he was supported with 2 breeding buffaloes, which is a great motivation for his family. He has been instructed in livestock farming techniques, helping his family to be more confident in economic development. With the support of the State, he will strive to raise livestock, develop the family economy, and strive to escape poverty next year.

Communication and information poverty reduction work has made an important contribution to helping the locality effectively implement the National Target Program on Sustainable Poverty Reduction. At the beginning of 2022, the poverty rate in the district was 11,105 households, accounting for 21.97%, but by the end of 2024 it had decreased to 3,542 households, accounting for 7%. With the goal of reducing the multidimensional poverty rate in the district by 4.42% per year by the end of 2025, Son Duong will continue to promote communication to help poor and near-poor households be more proactive in accessing policies, seeking support sources and solutions to escape poverty sustainably.
