According to the provincial Department of Agriculture and Environment, implementing the sustainable poverty reduction program for the 2021-2025 period, Ha Nam aims to reduce the poverty rate from 3.69% in 2021 to 1.56% by the end of 2025. However, by the end of the first quarter of 2025, the poverty rate in the whole province will decrease to only 1.47%.
Mr. Nguyen Van Quyet, Deputy Director of the Department of Agriculture and Environment, affirmed: This is not only a result exceeding the target of the entire 2021-2025 period, but also a clear demonstration of the effectiveness of the specific policies that the province has persistently implemented. Without relying on capital injection from the Central Government, the province has determined early on that in order to sustainably reduce poverty, it must have a proactive and creative mindset. Therefore, a series of important documents such as Resolution No. 30/2022/NQ-HDND dated December 9, 2022 of the People's Council of Ha Nam province promulgating regulations on principles, criteria and norms for allocating state budget capital to implement the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period in Ha Nam province; Decision No. 03/2023/QD-UBND of the Provincial People's Committee stipulating capital allocation norms suitable to the characteristics of each locality... have been issued.
The policies are not only aimed at temporary relief but also at creating real conditions for people to rise up. Accordingly, the province has provided an additional 30% support for health insurance premiums for the near-poor, in addition to the 70% from the central budget. Thanks to that, tens of thousands of people have been examined and treated without worrying about the financial burden. On the occasion of each Lunar New Year, the province allocates direct cash support of VND500,000/person for poor households and VND300,000/person for near-poor households. Along with that, the provincial Fatherland Front Committee also gives each poor household an additional 10kg of rice, helping them to have a full Tet holiday.
According to Mr. Nguyen Van Quyet, Deputy Director of the Department of Agriculture and Environment, Ha Nam's strength is that it does not mechanically apply the central policy but has its own flexible and close-to-real conditions and people's wishes. Those special mechanisms are the "key" to help the poor rise up with their own internal strength... For example, implementing the policy of "Leaving no one behind", the province has supported people in poor households with at least one member who is a revolutionary contributor and is receiving monthly preferential subsidies, except for those with monthly incomes higher than the poverty line as prescribed by the Government, by providing enough for members who do not have a monthly income or providing additional income for members to reach the income level of 1,550,000 VND/person/month for rural areas; 2,050,000 VND/person/month for urban areas. This policy also applies to poor households whose all household members are social protection beneficiaries receiving monthly allowances; poor households whose household members are social protection beneficiaries receiving monthly allowances and the remaining members are people outside of working age, or people of working age but have lost the ability to work, or other people with difficulties in earning a monthly income above the poverty line according to current regulations.
From 2021 to the end of 2024, the whole province has mobilized tens of billions of VND from social resources to supplement poverty reduction programs, build solidarity houses, support poor students, provide medical examination and treatment, provide legal aid, etc. Authorities at all levels pay special attention to propaganda work, helping people understand correctly, access correctly, and use policies correctly, avoiding the mentality of waiting and relying on others.
Poverty reduction is not just a matter of numbers. It is also a journey to realize the dream of a solid roof, where people can rest assured to stay on the land and build their lives. For example, in Ly Nhan district, the program to eliminate temporary and unsafe houses was implemented early with a spirit of urgency and determination, with priority given to especially difficult cases, meritorious people, and poor single households.
By the end of May 2025, the entire district had completed the construction and repair of 117/160 houses, reaching over 73% of the plan. Ms. Doan Thi Don, born in 1948, a revolutionary contributor living in Yen Trach village, Bac Ly commune, has just inaugurated a new, spacious house thanks to the State's support. Ms. Don emotionally said: Without the State's support program, I would not have been able to have this house. Before, I lived alone in a dilapidated temporary house, my children and grandchildren were always worried, but now my children and I feel very secure...
In addition to housing, Ha Nam province also promotes sustainable livelihood models. Thanks to policy credit, thousands of poor and near-poor households have been able to borrow preferential loans to develop production, livestock, and small businesses. In the 4 years from 2021 to the end of 2024, the whole province has 1,069 poor households accessing preferential loans from the Social Policy Bank with an amount of over 55.9 billion VND; 3,148 near-poor households with preferential loans of nearly 173.2 billion VND.
Along with that are practical education and health policies that have been put into practice. The whole province has 14,189 poor and near-poor students exempted or reduced tuition fees with a total amount of over 11.5 billion VND. Not only having food and clothing, the poor in Ha Nam are also guaranteed the right to study and the right to medical treatment - two foundations for sustainable poverty reduction. Ha Nam has been effectively implementing the National Target Program on Sustainable Poverty Reduction, in accordance with the spirit of Resolution 24/2021/QH15 of the National Assembly dated July 28, 2021 on approving the investment policy of the National Target Program on Sustainable Poverty Reduction for the period 2021-2025.
However, among poor households, up to 88.52% are unable to work, because they are mainly elderly, sick, single people... These cases find it very difficult to escape poverty without regular and long-term support from the State.
According to Mr. Vu Van Truong, an expert from the Rural Development Department, Department of Agriculture and Environment, the province is shifting its focus from “quantitative poverty reduction” to “preventing poverty relapse and improving the quality of life”, especially for households that have just escaped poverty and are vulnerable. The good news is that people’s awareness of poverty reduction during this period has changed significantly. From relying on policies, many households have proactively risen up with their own strength: learning a trade, converting production, joining cooperatives, starting small businesses, etc. These changes show the widespread effectiveness of the sustainable poverty reduction methods that the province has persistently built.
The reality of poverty reduction in Ha Nam shows that poverty reduction is not only a budget problem but also a story of will and approach. Through specific policies, the province has opened the door for tens of thousands of people to firmly escape poverty and further, the journey of people's pursuit of happiness.
