Supervising the implementation of policies and laws on education and training for the period 2020-2024

According to the report of the Department of Education and Training, as of December 2024, the whole sector had 748 educational institutions (633 public, 115 private), a decrease of 95 institutions; nearly 540 thousand students, an increase of more than 45 thousand compared to the 2019-2020 school year. The scale of vocational training reached 57,000 people, university 35,657 students, an increase compared to the beginning of the period. The network of life skills centers, foreign languages, information technology, community learning has strongly developed, meeting the needs of lifelong learning. The total number of cadres, teachers, and employees in the whole sector is 34,329 people, an increase of 4,723 people. The university teaching staff has 2,040 people, an increase of 928 compared to 2019, of which 307 are PhDs. Vocational education teachers and lecturers are 1,974 people, a decrease of 357 people compared to 2019. In general, the city's education and training system has basically developed reasonably, meeting the learning needs of the people and is an important premise to improve the quality of comprehensive education.

In the 2020-2024 period, the city has actively adjusted the budget expenditure structure for Education and Training. The total state budget expenditure for education reached VND 33,786,253 billion, an increase of VND 13,869,881 billion compared to the 2015-2019 period. The tuition exemption policy has been implemented synchronously since 2020, expanding to non-public students, with an average total support of VND 300 billion/year. In addition, 11 investment projects in the education sector have been approved and implemented with a total budget of VND 708,953 billion, contributing to improving school facilities.

In addition, during this period, the city's Education and Training sector advised on the issuance of over 100 documents guiding the implementation of the 2019 Education Law, the 2018 General Education Program, and Resolution 29-NQ/TW; 100% of schools were solidified, with no more temporary classrooms; the teaching staff was basically standardized (94.6% qualified); 3,159 new teachers were recruited; 362 civil servants were reduced; 57 schools were merged. In particular, digital transformation in education was promoted with 100% of units deploying integrated management software for databases, electronic records, online enrollment, digital signatures, electronic transcripts, and cashless payments. The e-learning system with more than 30,000 digital lectures was widely used...

Working scene.

During the monitoring session, representatives of the Departments, branches and sectors pointed out a number of shortcomings and difficulties of the city's Education and Training sector such as: Socialization is still limited, the education system is still heavily dependent on the public budget; international integration in education has not kept up with the city's socio -economic development; the shortage of teachers, especially in new subjects, has not been completely resolved; the construction of schools meeting national standards faces difficulties in terms of land funds and capital sources; the rate of schools meeting level 2 standards is still low, the recognition rate is still limited; educational communication work in schools is not proactive, and there are still incidents causing negative public opinion in society...

The Department of Education and Training also proposed that the Central Government, the Ministry of Education and Training and the city pay attention to studying the assignment of teacher staffing by school year instead of by budget year to ensure stability of the team, in accordance with the characteristics of the industry; perfect the legal framework on extra teaching and learning; prioritize investment resources for developing non-public education and comprehensive digital transformation in education...

Speaking at the monitoring meeting, Vice Chairman of the City People's Committee Hoang Minh Cuong acknowledged the efforts of the Education and Training sector in the context of many difficulties, continuing to reap many outstanding achievements, being positively evaluated by the Government for the work of ensuring the quality of mass education and improving the quality of key points. The Vice Chairman of the City People's Committee requested the Department of Education and Training to supplement the report on the country's context, socio-economic and cultural situation in the period of 2020-2024, in which it noted the content of the entire Education and Training sector maintaining teaching and learning activities during the Covid-19 pandemic; implementing the 2018 General Education Program. In order to promote high-quality human resources, meeting the requirements of international integration, Vice Chairman of the City People's Committee Hoang Minh Cuong requested the Education and Training sector to change its educational management mindset, mobilize all resources to promote innovation, creativity and breakthroughs in education; At the same time, reduce the curriculum, increase physical education, mental education, STEM activities, and comprehensively cultivate morality, intelligence, physique, and aesthetics.

Through supervision at educational institutions and localities and listening to reports from the Department of Education and Training, along with opinions, recommendations and proposals from members of the Supervisory Delegation, Vice Chairman of the City People's Council Bui Duc Quang acknowledged that in the 2020-2024 period with many new challenges and opportunities, the city's Education and Training sector has maintained a flourishing development pace. At the same time, he highly appreciated the preparation and active coordination of the Department of Education and Training with relevant functional departments and branches in supervising the implementation of policies and laws on Education and Training in the city in the 2020-2024 period.

The Vice Chairman of the City People's Council requested the Department of Education and Training to add to the report tables evaluating investment items in school facilities and equipment to meet the 2018 General Education Program of schools; request the Department of Education and Training to pay attention to investing in learning materials; improve physical education and school health; coordinate with relevant units to develop plans to remove the above difficulties and obstacles. On that basis, the Supervisory Delegation received recommendations and proposals from the Department of Education and Training and delegates to synthesize opinions, complete the overall report, recommend and propose to the City Party Committee and the City People's Council better solutions for the development of Education and Training in the city in the coming time./.
