Two people were reported to have used unrecognized doctoral degrees as NTNA and HTTT in the foreign language department.
Students are upset
Reflecting to Tuoi Tre , a group of students said they felt upset when they learned that two women, NTNA and HTTT, had doctoral degrees granted by universities in the Philippines that were not recognized by the Vietnamese Ministry of Education and Training .
"This information makes us feel hurt, raising questions about transparency as well as academic standards in the department and in the academy. We hope the academy will soon have official, transparent information on this issue to ensure students' right to know," said a representative of the student group.
It is worth mentioning that in the school's official decisions and documents (establishing departments and assigning department heads, perfecting the scientific and training council...) the doctoral degrees of the two lecturers above are all recorded.
What does the school say?
Talking to Tuoi Tre about this incident, Ms. Nguyen Nu Tuong Vi, Head of Organization and Administration Department of Vietnam Aviation Academy, affirmed that both officers and lecturers above have professional qualifications and work experience suitable for the requirements of the position of lecturer of the foreign language department.
Specifically, Ms. HTTT will work at the academy from September 20, 2022, with a master's degree in English teaching awarded by the University of Canberra (Australia), which was assessed in December 2018.
Ms. T. has been teaching since 2004 and has held the position of department head at the University of Transport.
Ms. NTNA has been working at the academy since May 1, 2024, with a master's degree in English teaching theory and methodology awarded by the University of Social Sciences and Humanities (Ho Chi Minh City National University) in June 2010.
Ms. A. has been teaching since 2006 and has held the position of manager of foreign language departments at colleges and universities in Ho Chi Minh City.
"Ms. T. and Ms. A. both meet the professional and technical requirements of the position of foreign language lecturer.
"The fact that Ms. T. has a doctorate in business administration and Ms. A. has a doctorate in educational management cannot be used for the job position of a lecturer in the foreign language department, so the academy does not require verification of the degrees in the lecturer profiles of these two lecturers," Ms. Vi added.
The school confirmed that Ms. HTTT and Ms. NTNA were assigned to be heads of departments from July 2024.
According to Ms. Vi, the position of head of department at the academy is not an appointed position but a task assigned by the academy director. This assigned task will be evaluated and reassigned each school year.
The Academy issues a decision to assign the position of department head to lecturers in the faculty based on the faculty's proposal, in accordance with the standards and conditions for the position of department head according to the academy's regulations. Academic year
2024-2025 is the first school year that the academy will pilot the model of assigning department heads. "The academy's process of assigning department heads is very strict, transparent, and in accordance with regulations. In addition, every year the academy issues a decision to perfect the scientific and training councils of the faculties," Ms. Vi affirmed.
The 2024-2025 Foreign Language Faculty's Science and Training Council has nine members. At that time, Ms. HTTT's professional qualifications were recorded as Master of English Teaching Methods, Doctor of Business Administration, and Ms. NTNA's was recorded as Doctor of Educational Management, according to the information provided by the two women.
For the 2025-2026 school year, the academy has issued a scientific and training council for the faculties (from October 6). However, the foreign language faculty has not yet issued a decision to complete the scientific and training council for the 2025-2026 school year because it has not yet selected suitable personnel.

On the afternoon of October 30, Tuoi Tre reporters contacted the two lecturers to clarify the doctoral degree. Ms. HTTT suggested contacting the school, while Ms. NTNA refused to provide information because she was "busy".
Not covered by PhD attraction benefits
Ms. Vi also said that the academy has a policy to attract personnel with doctoral degrees. However, this policy is not paid to Ms. T. and Ms. A. because their doctoral degrees cannot be used for the job position of lecturer of the foreign language department.
"The Academy is in the process of reviewing and completing the records of all lecturers. We commit that the related issues of Ms. T. and Ms. A. will not affect the training quality of the foreign language department.
In the coming time, the academy will ask relevant individuals to conduct the verification of international diplomas in order to have unified and accurate adjustments in determining professional qualifications in accordance with current regulations of the State and the Ministry of Education and Training," said Ms. Vi.
