Abandoned Boeing plane at Noi Bai airport will be used as teaching aid

Deputy Prime Minister Tran Hong Ha assigned the Ministry of Construction to coordinate with the Ministry of Finance to handle the abandoned Boeing plane at Noi Bai airport according to the plan of handing the plane over to the Vietnam Aviation Academy to use as a teaching aid.

This is the content of a document sent by the Government Office to the Ministry of Construction and the Ministry of Finance, informing them of Deputy Prime Minister Tran Hong Ha's opinion on changing the plan for handling the abandoned Boeing aircraft at Noi Bai Airport.

In early August 2025, the Ministry of Construction sent a letter to Deputy Prime Minister Tran Hong Ha requesting approval for the Vietnam Aviation Academy to transfer the abandoned Boeing aircraft at Noi Bai Airport to be used as teaching equipment instead of selling it at auction.

Commenting on the above proposal, the Ministry of Finance stated that the Boeing B727-200 aircraft, abandoned at Noi Bai airport since May 1, 2007, had its ownership officially established by the Ministry of Finance since January 2017.

Therefore, this abandoned Boeing aircraft is public property, and the Ministry of Transport (now the Ministry of Construction) is tasked with overseeing the auction process.

To date, the Ministry of Construction has changed its plan from auctioning off the abandoned Boeing aircraft to handing it over to the Vietnam Aviation Academy to be used as a teaching aid and training model in aviation specialization.

Therefore, the Ministry of Finance proposes that the Ministry of Construction continue to process the asset (transferring the abandoned Boeing aircraft) to the Vietnam Aviation Academy for use as a model and teaching aid, in accordance with the authority and procedures stipulated in Decree 186/2025 detailing certain provisions of the Law on Management and Use of Public Assets. The Ministry of Construction is responsible for any changes to the asset processing plan.

According to the Ministry of Finance, if the competent authority decides to transfer the abandoned Boeing aircraft, the Aviation Academy (a public institution that is self-financing its operating expenses) needs to fully anticipate the costs of dismantling, transporting, and installing this aircraft when developing its financial autonomy plan for the 2026-2030 period, in accordance with legal regulations.

Considering the proposal from the Ministry of Construction and the opinions of the Ministry of Finance and the Ministry of Justice, Deputy Prime Minister Tran Hong Ha requested the Ministry of Construction to take the lead and coordinate with the Ministry of Finance in handling the abandoned Boeing aircraft at Noi Bai Airport according to the above-mentioned opinion of the Ministry of Finance; ensuring efficient and proper exploitation and use, and taking responsibility for any changes to the handling plan.

The abandoned Boeing aircraft is beyond repair and cannot be put into service.

The Boeing B727-200 with registration number XU-RKJ, owned by Royal Khmer Airlines (Cambodian nationality), which experienced the incident, had been parked at Noi Bai Airport since May 1, 2007.

On November 11, 2014, the Cambodian State Committee for Civil Aviation announced that Royal Khmer Airlines' Air Operator Certificate (AOC) had been revoked; the aircraft's Cambodian registration had been cancelled since October 13, 2008; and that Vietnam had agreed to handle the aircraft according to Vietnamese law.

In June 2015, the technical assessment team of the Vietnam Civil Aviation Authority determined that this aircraft, manufactured in 1975, was in severely deteriorated condition and beyond repair. The aircraft manufacturer, Boeing, also confirmed that the abandoned aircraft had zero commercial value.

Although the abandoned Boeing aircraft was officially registered as state-owned property in January 2017, the auction process faced numerous difficulties and obstacles because: it is a unique asset with no precedent for transactions in Vietnam or worldwide; the valuation was determined to be too low, insufficient to cover auction costs and other related expenses.
