Currently, Ho Chi Minh City is implementing a bidding process for a series of bus routes throughout the city. The city is carrying out these bidding processes according to a planned schedule, in line with the transition to green transportation.
On May 20th, the Public Transport Management Center under the Ho Chi Minh City Department of Construction announced that it has completed the bidding process for 39 bus routes.
In the second quarter of 2025, bidding will continue for an additional 18 bus routes. The remaining bus routes will continue to be tendered according to plan.

According to the Center, the bidding process is conducted openly and transparently through the National Bidding Network system, with many bidders participating. This contributes to improving competitiveness and service quality. In addition, it saves state budget through the bidding process.

In reality, the quality of vehicles and services on Ho Chi Minh City's bus routes has improved over time. During the 2023-2024 period, Ho Chi Minh City put 419 new buses into operation, including 140 electric buses.

In addition, passenger satisfaction has also been highly rated thanks to the modernization of Ho Chi Minh City's bus fleet. Survey results show that passenger satisfaction has improved due to new vehicles, better service attitudes, and reduced waiting times.
Above all, Ho Chi Minh City is pursuing its green transformation goals. The increasing proportion of electric vehicles is contributing to the realization of the roadmap for transitioning to clean energy vehicles.
According to the Ho Chi Minh City Department of Construction, the city is currently developing a plan to control vehicle emissions, including policies to encourage, incentivize, and create a transition roadmap for various types of vehicles such as taxis, ride-hailing vehicles, contract vehicles, passenger buses, trucks, private vehicles, cars, and vehicles managed by public agencies and businesses.
In addition, the proposal includes policies for purchasing and exchanging old vehicles for new electric and green energy vehicles; solutions for controlling emissions by 2030, with a vision to 2050, prioritizing green vehicles and limiting fossil fuel vehicles in the central area and Can Gio district.
Regarding electric buses, from now until 2030, the city will transition from fossil fuel-powered buses to electric buses, using green energy, following two phases. In particular, public passenger transport using electric buses, utilizing green energy, will reach 100% by 2030.
Phase one 2024-2029: For existing subsidized bus routes, electric buses will continue to use electricity. For bus routes currently using CNG fuel, they will continue to use CNG and electricity. Routes using diesel fuel will continue to use diesel fuel and will transition to electric use from 2028.
For existing non-subsidized bus routes, the conversion will be as follows: From 2025, buses will be replaced with new electric or CNG-fueled vehicles; from 2029, all diesel-fueled buses will be converted to electric buses. Newly opened bus routes will use electricity or CNG fuel.
Phase two, starting in 2030: 100% of public passenger transport vehicles (buses) will be converted to electric, green energy buses.
