According to the report of the Department of Home Affairs of Hai Duong on the Project of merging Hai Duong province with Hai Phong city, in the immediate future, it is expected to maintain the model of the Public Administration Service Center under the current Office of the People's Committee of Hai Duong province into the new Public Administration Service Center under the Office of the People's Committee of Hai Phong city. After the arrangement, it will continue to review and evaluate to propose a suitable organizational model for the center.

Regarding public service units under the provincial People's Committee, Hai Phong City People's Committee is carrying out procedures to dissolve Hai Phong Publishing House (expected to be completed before the merger of Hai Duong province and Hai Phong City).

When merging, the immediate arrangement will be to reduce public service units with similar functions and tasks. It is expected to merge the Hai Phong City Land Fund Development Center and the Hai Duong Province Land Fund Development Center into the new Hai Phong City Land Fund Development Center. It is expected that after the merger, the Hai Phong City People's Committee will have 11 affiliated public service units.

After the project to merge Hai Duong province and Hai Phong city is approved, continue to study and reorganize public service units according to the Central's instructions, ensuring the streamlining of focal points. At the same time, review and arrange focal points within the unit appropriately.

For the district level, when the district level's activities end, the functions, tasks and powers of the agencies in the district-level political system will be transferred to the city or grassroots level for implementation according to regulations.

For commune level, implement according to the Project on rearranging commune-level administrative units.

It is expected that the People's Committee of Hai Duong province will submit a report, and the People's Council of Hai Duong province will consider and approve the policy of merging Hai Duong province and Hai Phong city at the 30th session of the People's Council of Hai Duong province taking place on the morning of April 28.
