"Unblocking" credit for Ninh Thuan

In mid-May, Ninh Thuan province and the Vietnam Development Bank (VDB) held a conference to connect investors and implement the State's investment credit policy with the participation of more than 100 enterprises operating and investing in the province.

The conference aims to implement the State's investment credit policy and grasp the needs of enterprises, especially the need for loans, thereby removing difficulties and obstacles, speeding up recovery, promoting production and business activities, and investment and development of enterprises in the province.

At the conference, the Vietnam Development Bank introduced a new lending mechanism under Decree 78/2023/ND-CP, with many practical incentives, such as a 2025 loan interest rate of only 6.9%/year, flexible loan term adjustment and debt extension; maximum loan limit of up to VND 12,000 billion/enterprise, VND 20,000 billion/customer group. Priority is given to funding for socio- economic infrastructure projects, renewable energy, seaports, industrial parks, social housing, healthcare, education, agriculture, etc.

Clean energy projects are one of the sectors receiving preferential loans from VDB. As of the first quarter of 2025, VDB has signed 31 new credit contracts, with a total approved amount of over VND 12,200 billion, disbursed VND 3,137 billion. In Ninh Thuan , VDB is appraising 3 projects with a total loan capital of over VND 2,000 billion, aiming for a total loan capital of VND 5,000 to 10,000 billion in 2025.

In terms of strategic location, Ninh Thuan is a destination for investors, with an average GRDP growth rate of 8.85%/year (2021-2024 period). It has attracted 488 investment projects with a total registered capital of more than VND 247,300 billion, including 44 FDI projects with more than USD 1.2 billion. The local investment environment is constantly improving, with the PCI competitiveness index ranked 13/63 provinces and cities in 2024, the third consecutive year the province has been in the best management group in the country.

According to the Ninh Thuan Provincial Planning, the development orientation is 5 breakthrough industry clusters including: renewable energy, high-quality tourism, processing industry, high-tech agriculture and modern real estate market.

With a total social investment capital demand in the locality in 2025 of about 22,500 billion VND, the province is calling for investment in key projects on energy and renewable energy according to the adjusted Power Plan VIII to 2030. Including: 1,974MW solar power, 1,039MW wind power; LNG Ca Na 1,500MW; hydrogen; Ca Na Industrial Park, 9 new industrial clusters with a total area of ​​over 412 hectares; Ca Na Logistics Center ...

According to the coordination plan between VDB and Ninh Thuan province, with the Ninh Thuan Investment - Trade and Tourism Promotion Center as a bridge, the cooperation programs will effectively implement the State's investment credit policy, actively contributing to the economic restructuring of regions, promoting the country's economic growth. At the same time, creating an important premise for the development of priority industries and fields in accordance with the Party and Government's orientations.

Hopefully, credit from VDB will help the projects being invested in Ninh Thuan to be completed on schedule. That is also the way to realize investment policies, retain investors to develop production and business stably, contributing to the sustainable development of Ninh Thuan's economy and society.
