Removing obstacles for the Hoa Binh - Moc Chau expressway project

On October 14, a working delegation of the People's Committee of Phu Tho province, led by Mr. Quach Tat Liem - Vice Chairman of the province, inspected the construction progress, compensation, support and resettlement of the Hoa Binh - Moc Chau expressway project (section km19 - km53 in the old Hoa Binh area).

Up to this point, the Hoa Binh - Moc Chau expressway project has implemented 4 bidding packages, 20 construction sites on the route with a total implementation value of 382.5/8,332 billion VND, reaching 4.59% of the contract value. The compensation and site clearance stage has been strongly directed by the Party Committee and authorities of Da Bac, Cao Son and Tien Phong communes. Currently, the total route has been cleared for 30.7/31.9 km, reaching 96%.

Construction units urgently carry out construction packages to ensure project progress.

At the working session, the inspection team listened to the opinions of the localities; focusing on a number of contents such as: allowing to extend the time for disbursement of investment capital from the State budget allocated for projects under the 2024 socio -economic recovery and development program; creating favorable conditions for investment capital sources in the project's completion phase; prioritizing the arrangement and arrangement of personnel for counting and making plans for site clearance for the area serving the relocation of power lines in the communes of Da Bac, Cao Son, Tien Phong and the area arising outside the old boundary of the project in Tan Mai commune.

Vice Chairman of Phu Tho Provincial People's Committee Quach Tat Liem requested the contractor to focus on clearing the land at the beginning of the route to connect the expressway with the Da Bac - Thanh Son route; arrange resettlement for households subject to land acquisition to speed up the progress of site clearance; fully implement procedures to enforce enforcement when necessary. At the same time, direct departments, branches and localities to focus on resolving difficulties and problems to speed up the project's progress.

Units signed a competition agreement to compete in the peak period of "finishing" the XL03 package, part of the Hoa Binh - Moc Chau expressway project.

During the inspection program, the working delegation attended the launch of the "Finish" peak emulation campaign at the XL - 03 package of the Hoa Binh - Moc Chau expressway project from October 15 to December 22, 2025. The XL - 03 package is worth VND 5,300 billion and is constructed by Truong Son Construction Corporation, including the following items: construction and installation of Hoa Son bridge, 13 viaducts and roadbed, road surface and works on the route section km 40+750 - km50+260, which started construction in May 2025.

Mr. Quach Tat Liem emphasized that the common goal is to take advantage of favorable weather conditions, focus on human resources, finance and means to promote competition and ensure progress. This is a large-volume contract, complex terrain, difficult construction, and needs to urgently complete site clearance.

The Department of Agriculture and Environment provides guidance on the use of water surface areas. The Hoa Binh Regional Project Management Board coordinates with relevant departments and branches to handle technical infrastructure such as electricity, water, and telecommunications - focusing on implementation in October 2025. Construction units mobilize equipment and human resources, organize construction in 3 shifts, 4 shifts, ensure acceptance and payment on schedule.
