Comments on draft documents of the 14th Party Congress: Creating momentum for development in disadvantaged areas

Officials, party members and people of Phu Tho contributed many specific and dedicated opinions to perfect the content of the Draft Political Report, aiming at fast and sustainable development, leaving no one behind.

The work of collecting comments on the draft Political Report of the 13th Party Central Committee is being widely implemented in Phu Tho province.

In ethnic minority and mountainous areas - where there are many difficulties, cadres, party members and people have shown a sense of responsibility, contributing many specific and dedicated opinions to perfect the content of the Draft Political Report, aiming for rapid and sustainable development, leaving no one behind.

Developing disadvantaged areas - a key political task in the new era

Phu Tho currently has 91 communes and wards in ethnic minority and mountainous areas, of which 43 are particularly difficult communes, mainly concentrated in mountainous communes such as: Kha Cuu, Tan Son, Thu Ngac, Tan Pheo, Cao Son, Duc Nhan, Tien Phong...

Reality shows that, despite benefiting from many programs and policies of the Party and State, infrastructure, transportation, electricity, water, and telecommunications are still lacking in synchronization; the poverty rate is still high, production is small-scale, and there is a lack of regional connectivity.

Therefore, many opinions believe that the draft Political Report of the 14th National Congress needs to supplement and clarify the content of developing special areas, ethnic minority and mountainous areas, considering this as one of the key tasks in the 2026-2030 period.

Socio- economic development needs to be associated with preserving national culture, improving people's material and spiritual life and building great national unity.

Mr. Kieu Duc Manh, Chairman of the People's Committee of Kha Cuu commune, expressed that the policy of developing ethnic minority and mountainous areas is completely correct, but the draft Report needs to emphasize more on the requirement to perfect the institution for developing difficult areas, especially the mechanism for mobilizing resources to invest in essential infrastructure.

"With the rugged terrain and high poverty rate, we recommend that the Central Government and the province pay attention to investing in key routes, such as the Van Mieu-Thuong Cuu route, replacing the stream spillway with a hard bridge, ensuring traffic during the rainy season; at the same time, open a new route Kha Cuu-Tan Pheo (Hoa Binh) to increase connectivity and develop the economy and tourism."

The draft report also needs to clarify the content of “sustainable development combined with climate change adaptation,” especially in mountainous communes that are frequently affected by natural disasters. In addition to infrastructure investment, there needs to be a policy for safe residential planning and the construction of resettlement areas for households in landslide and flash flood areas.

Economic development must go hand in hand with ensuring social security and safety for people - that is sustainable development, Mr. Kieu Duc Manh emphasized.

Many grassroots cadres of Phu Tho suggested that the draft Political Report should more clearly establish a new growth model based on science, technology, innovation and digital transformation, while focusing on comprehensive development of Vietnamese people, as stated in the draft.

In Thu Cuc commune - one of the only two communes of the former Phu Tho province that did not merge, Party Secretary Tran Khac Thang said that the area has an area of ​​over 100 square kilometers, with 17 residential areas, of which 10 are extremely disadvantaged.

The poverty rate of the whole commune is 12.7%; mountainous terrain, scattered population, lack of infrastructure, unstable electricity and information networks.

Mr. Thang recommended that the draft Political Report needs to specify the mechanism for developing green agricultural economy and community tourism, associated with preserving national cultural values, and at the same time, it is necessary to clarify the specific mechanisms and policies for disadvantaged mountainous communes.

In fact, most disadvantaged communes wish to have preferential policies to encourage businesses to invest in disadvantaged areas, link production and consumption of agricultural products and local specialties, thereby creating jobs and increasing income for people.

Promote intelligence and aspiration to rise from the grassroots

Standing Deputy Secretary of Phu Tho Provincial Party Committee Bui Van Quang affirmed that contributing ideas to the draft Political Report this time is an opportunity for cadres, party members and people of the whole province to show their enthusiasm, intelligence and responsibility to the Party and the country.

Practical opinions from the grassroots, especially in disadvantaged areas, help the document accurately reflect the breath of life, clearly expressing the aspiration for inclusive and sustainable development.

The Draft Report needs to continue to emphasize three strategic breakthroughs: institutions, infrastructure and human resources, but they must be specified in each region and each field, linked to the equal development between the mountainous and plain areas. According to the viewpoint of "fast but sustainable development, growth but leaving no one behind."

Phu Tho province focuses on mobilizing maximum resources to invest in transport infrastructure, education, healthcare, and digital infrastructure for disadvantaged areas; promoting green agricultural development, applying high technology; expanding new cooperative models, linking production with value chains.

These are concrete solutions to realize the spirit of "fast and sustainable development on the basis of innovation and digital transformation" proposed in the draft Report.

Standing Deputy Secretary of Phu Tho Provincial Party Committee Bui Van Quang commented that the draft needs to emphasize more on promoting socialist democracy and strengthening people's trust, considering this a pillar in building a strong Party and political system.

Comments from the grassroots in Phu Tho have been and are being compiled and sent to the Provincial Party Committee, vividly reflecting the voice from reality. Whether in remote mountainous areas or urban centers, cadres, party members and people share the same belief: The Draft Political Report to be submitted to the 14th National Congress will continue to inherit and creatively develop the Party's innovation guidelines, meeting the requirements of national development in the new period.

Besides, the development of culture, people, and the system of national, family, and individual values ​​as stated in the draft Report is the foundation to arouse the people's aspirations for development, national pride, and will to rise up.

Phu Tho Provincial Party Committee determined that the work of collecting opinions for the draft Political Report will continue to be widely implemented, ensuring that all classes of people can participate and contribute to building a document that is both strategic and closely follows reality.

Opinions from remote and disadvantaged areas are concrete evidence of the spirit of "taking people as the root", affirming the consensus, belief and development aspirations of the people of all ethnic groups in Phu Tho province./.
