Comments on the draft Regulations on functions, tasks, powers, organizational structure, and working relationships of the Party delegation and Party executive committee at the provincial level

Comrade Ma The Hong, member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee, Secretary of the Party Committee of the Provincial Agencies and Enterprises Bloc attended and directed at the Tuyen Quang province bridge. Although there are regulations on the functions, tasks, powers, and organizational structure of the provincial Party Committee and Party Executive Committee, these regulations are still in many different documents and the implementation process is still inconsistent. This reality requires a unified regulation on the functions, tasks, powers, organizational structure, and working relationships of the provincial Party Committee and Party Executive Committee.

The Draft Regulations on Party Delegation and Party Executive Committee members are proposed by the Party Delegation and Party Executive Committee, and submitted to the Standing Committee of the Provincial Party Committee for decision by the Party Organization Committee at the provincial level. The Draft also specifically stipulates the working relationship between the Party Delegation and Party Executive Committee at the provincial level and the Standing Committee of the Provincial Party Committee, with the advisory and support agencies of the Provincial Party Committee, the Party Committees of the provincial blocs, the working relationship with the Party Committee (or Party cell) of the agency; with the District Party Committees, County Party Committees, Town Party Committees, and City Party Committees directly under the Provincial Party Committee, etc.

Speaking at the conference, Deputy Head of the Central Organizing Committee Nguyen Quang Duong outlined the organizational structure and activities of provincial-level party delegations and party executive committees nationwide.

Discussing and giving comments on the draft, delegates from the provinces highly agreed on the draft, and at the same time proposed to add more members of the Party delegation and the Party Executive Committee; the composition of the Party delegation and the Party Executive Committee meetings with content on Party building work, the Party delegation support department, the provincial Party Executive Committee; supplementing the working relationship in the opposite direction between the district Party Committees, county Party Committees, town Party Committees, and city Party Committees directly under the provincial Party Committee with the Party delegation and the Party Executive Committee at the provincial level; considering and deciding to establish a Party delegation in a provincial-level mass association assigned by the Party and the State with a large number of members, many affiliated organizations, and special nature of activities; regulations on the term of office of the Party delegation and the Party Executive Committee at the provincial level, specifically the number of members of the Party delegation and the Party Executive Committee at the provincial level, etc.

Comrade Pham Kien Cuong, Deputy Head of the Provincial Party Committee's Organization Board, spoke at the conference.

Contributing his opinion at the conference, comrade Pham Kien Cuong, Deputy Head of the Provincial Party Committee's Organization Committee, suggested that the Central Party Committee advise the Party Central Committee to specify more clearly the organizational structure, composition, number, and participants of the provincial Party delegation and Party executive committee. At the same time, there should be more specific guidance on the authority to issue working regulations of the provincial Party delegation and Party executive committee.

Concluding the conference, Comrade Nguyen Quang Duong, Deputy Head of the Central Organizing Committee, highly appreciated and accepted the opinions of the delegates at the conference. He hoped that when promulgating the Regulations on the functions, tasks, powers, organizational structure, and working relationships of the Party delegation and the provincial Party Executive Committee, it would be appropriate, close to reality, and best promote the role and functions of the Party delegation and the provincial Party Executive Committee.
