On April 29, the Hanoi People's Council passed a Resolution regulating the content of expenditures, expenditure levels, and specific support levels to improve the quality of service for people and businesses when performing administrative procedures and public services in Hanoi and a Resolution replacing Appendix No. 04, Resolution No. 03/2020/NQ-HDND dated July 7, 2020 of the City People's Council regulating specific expenditure levels under the authority of the City People's Council.

Specifically, this Resolution stipulates the content of expenditure, expenditure levels, and support levels to improve the quality of public administrative services in Hanoi, including support for certifying electronic copies from originals. Support levels and uniform provision regimes for civil servants, public employees, and contract workers performing tasks at the Department of receiving and returning administrative procedure results at People's Committees at all levels, specialized agencies, and administrative organizations at all levels under the City People's Committee; and the City Public Administration Service Center.

Support level for civil servants, public employees, and labor contract employees who are focal points for controlling administrative procedures, monitoring, and advising on administrative reform. Support level for those who handle petitions and feedback on the iHanoi system.

Applicable subjects include: Civil servants, public employees, contract workers working at the Department of receiving and returning administrative procedure results of People's Committees at all levels, specialized agencies, administrative organizations at all levels under the City People's Committee; civil servants, public employees, contract workers working at the City Public Administration Service Center; individuals acting as focal points for controlling administrative procedures; monitoring and advising on administrative reforms; handling recommendations and feedback on the iHanoi system at agencies and units under the City People's Committees at all levels...

The Resolution clearly states that civil servants, public employees, and contract workers working at the Department of receiving and returning administrative procedure results; the City Public Administration Service Center will be supported with VND 5,000,000/person/month and provided with uniforms at the rate of VND 5,000,000/person/year.

Support individuals assigned to act as focal points for controlling administrative procedures, monitoring and advising on administrative reform work, and assigned to handle feedback and recommendations on iHanoi. The support level is VND 2,000,000/person/month; the support level specified in Clause 1 of this Article is applied to no more than 2 people for each agency or unit. This Resolution takes effect from May 1, 2025.

* Regarding the Resolution replacing Appendix No. 04, Resolution No. 03/2020/NQ-HDND dated July 7, 2020 of the City People's Council regulating specific expenditure levels under the authority of the City People's Council, called the Resolution on regulating a number of contents and expenditure levels in the field of emulation and reward under the authority of the City People's Council.

Regarding the scope of adjustment, regulations on the level of bonus payment for titles, forms of commendation; awards of competitions, competitions, teaching conferences, vocational skills competitions in the city and the "Capital Science and Technology" award; the content of expenditure, level of expenditure for the activities of the Emulation - Commendation Council, the Council for considering and awarding titles, forms of commendation, and awards at all levels in Hanoi.

Regarding the content of expenditure levels, regulations on the level of bonus payments for titles, forms of commendation, awards of competitions, competitions, teaching conferences, vocational skills competitions in the city and the "Capital Science and Technology" award; regulations on the level of payments for the activities of the Emulation and Commendation Council, the Council for considering and awarding titles, forms of commendation and awards at all levels.

This Resolution comes into force from May 13, 2025.
