Complete 100% of technical and professional classification for medical examination and treatment facilities

This is an important effort to improve the quality of medical services in the capital and implement new regulations in the Law on Medical Examination and Treatment. According to the ranking results, 99 hospitals have been classified, of which 6 hospitals have reached the specialized medical examination and treatment level and 93 hospitals have reached the basic level.

The program of ranking technical expertise of medical examination and treatment facilities is an important step in implementing health reforms, contributing to creating a quality, equitable and effective health care system.

According to report No. 6380/SYT-NVY sent to the Department of Medical Examination and Treatment Management ( Ministry of Health ), Hanoi has completed the classification of 100% of its affiliated medical examination and treatment facilities.

Specifically, 6 hospitals that have achieved specialized medical examination and treatment include 3 public hospitals and 3 private hospitals: Hanoi Obstetrics and Gynecology Hospital, Hanoi Heart Hospital, Hanoi Oncology Hospital, Vinmec Times City International General Hospital, Tam Anh General Hospital, and Thien An Obstetrics and Gynecology Hospital.

In addition, 93 hospitals have reached the basic medical examination and treatment level, including 84 hospitals in both the public and private sectors, and 9 hospitals belonging to ministries and branches.

The Hanoi Department of Health is assessed by the Ministry of Health as the first unit in the country to complete the classification of 100% of its affiliated hospitals.

This is the result of the implementation of new regulations in the Law on Medical Examination and Treatment No. 15/2023/QH15 (dated January 9, 2023) and Decree No. 96/2023/ND-CP (dated December 30, 2023), which detail a number of articles of this Law.

The technical expertise ranking not only helps standardize medical examination and treatment facilities but also accurately reflects the professional capacity and operational status of each hospital.

According to regulations, there are three levels of technical expertise for medical examination and treatment facilities, including initial level, basic level and advanced level. This ranking is based on four groups of capacity of the medical facility: Capacity to provide medical examination and treatment services and scope of professional activities, including medical services available at the facility, level of expertise and scope of techniques performed;

Capacity to participate in medical practice training, i.e. the hospital's ability to train doctors, nurses and other medical staff; Capacity to participate in technical support for other medical examination and treatment facilities, i.e. the ability to support other medical facilities in providing services and techniques;

Medical research capacity, i.e. the level of contribution of medical facilities to medical research and innovation initiatives in the health sector.

According to health experts, this decentralization not only encourages health facilities to improve service quality but also helps to better meet professional criteria for each level, thereby improving the quality of medical examination and treatment nationwide. As a result, patients will enjoy higher quality medical services, suitable for the needs and health status of each individual.

In addition, clear decentralization also helps medical facilities be more proactive in developing and improving professional capacity, while creating opportunities for private and public hospitals to develop together, contributing to the overall development of the Vietnamese health system.

The program of ranking technical expertise of medical examination and treatment facilities is an important step in implementing health reforms, contributing to creating a quality, equitable and effective health care system.

The completion of 100% of the grading in Hanoi is not only an important milestone for the capital's health sector but also a lesson for other localities across the country.

Hospitals must prepare enough emergency medicine for patients during Tet.

During the Lunar New Year 2025, the Ministry of Health requires medical facilities nationwide to fully prepare medicine, blood, infusion fluids, necessary medical equipment and devices to serve emergency work, especially in emergency situations such as traffic accidents, food poisoning and other incidents that may occur during the festive season.

The Ministry of Health also requires hospitals to maintain 24/7 on-call duty and have plans to deal with mass emergency situations, ensuring that there are no drug shortages or delays in medical examination and treatment.

The Ministry of Health has just sent a document to the Directors of hospitals under the Ministry, Directors of Health Departments of provinces and cities, and Heads of Health of ministries and branches on strengthening medical examination, treatment and emergency care during the Lunar New Year 2025.

The Ministry requires medical facilities to ensure 24/7 on-call duty, including leadership duty, professional duty, administrative-logistical duty and security duty, and to process information via hotlines to promptly support people.

The Ministry of Health requires medical facilities to fully prepare medicines, blood, infusion fluids, as well as necessary medical equipment and facilities to be ready to provide emergency care in emergency situations such as traffic accidents, food poisoning and unexpected incidents.

Preparations are made to ensure that all emergency patients are examined and treated promptly, without being refused or delayed. If necessary, medical facilities must provide initial emergency care, stabilize the patient's condition, and transfer them to medical facilities with the necessary facilities for intensive treatment.

The Ministry of Health especially noted that medical facilities need to have plans to deal with mass emergency situations, especially traffic accidents, food poisoning, stampedes in crowded areas or incidents related to firecrackers and homemade weapons.

Hospitals must also have plans to warn people about potential accidents that may occur during Tet, such as traffic accidents caused by alcohol, food poisoning, or incidents occurring in crowded places during the festive season.

One particularly important point that the Ministry of Health requires is to improve the spirit and attitude of serving patients. Medical staff need to communicate and behave kindly and politely with patients, especially during Tet, when work pressure and patient volume may increase.

The Ministry of Health also noted that medical facilities must fully implement technical procedures in emergency and treatment work, comply with professional decentralization regulations, be ready to provide technical support to lower levels and consult with higher levels of expertise when necessary.

Monitoring and inspection of disease prevention work

The Ministry of Health also requested the Departments of Health to strengthen monitoring and inspection of the epidemic situation at border gates and medical facilities to detect cases early, thereby promptly handling and controlling the spread of the epidemic.

The Institutes of Hygiene and Epidemiology and the Pasteur Institute must also strengthen monitoring and detection of cases at border gates, in the community and in medical facilities for quick and effective handling.

In addition, the Ministry of Health requires food production and trading establishments to comply with food safety regulations, especially during the holiday season, and strictly handle food safety violations.

The Ministry also requested the Drug Administration to ensure adequate supply of drugs, to prevent drug shortages, especially drugs to treat winter-spring diseases, and to maintain inspections and strictly handle acts of producing and trading fake and poor-quality drugs.

Before and during Tet, the Ministry of Health will conduct surprise inspections of the preparations and regular implementation of some hospitals, institutes under the Ministry and local hospitals to ensure emergency and medical examination and treatment are always ready. The Ministry of Health also requires medical facilities to maintain 4 levels of duty to respond to emergency situations during Tet, including leadership duty, professional duty, administrative - logistics duty and security - self-defense duty.

The Ministry of Health especially emphasized that during the Lunar New Year holiday, all hospitals need to ensure that all emergency patients are examined and treated promptly, without being refused or delayed.

Medical facilities also need to prepare plans to deal with mass emergency situations, be ready to admit patients in case of an epidemic and ensure the quality of medical services even during the peak days of Tet.
