
Accordingly, departments, agencies, and the People's Committees of communes and wards should promptly disseminate information on social assistance policies for each social protection beneficiary and social retirement allowance as prescribed, so that the people and officials understand and implement them correctly, fully, promptly, openly, and transparently.
The City People's Committee assigns the Department of Health to implement Resolution No. 63/2025/NQ-HĐND, and at the same time, guide the People's Committees of communes and wards and relevant units to ensure timely implementation; direct social assistance facilities under the Department to disseminate and thoroughly understand Resolution No. 63/2025/NQ-HĐND to their staff; receive, process, and appraise dossiers, and be responsible for determining eligible individuals for admission to social assistance facilities according to regulations; and implement the care and nurturing regime for individuals at the facilities in accordance with regulations.
In addition, the Department of Health directs the 115 Emergency Center and affiliated medical facilities to proactively handle cases of patients falling within the scope of the Resolution; coordinate with the People's Committees of communes and wards, and social assistance facilities to promptly receive, examine, and treat mentally ill homeless people and those who are weak and debilitated according to regulations.
The Department of Culture and Sports, in coordination with the Department of Health and media agencies, will widely disseminate the contents of Resolution No. 63/2025/NQ-HĐND to the people and relevant organizations.
The Department of Finance advises and reports to the City People's Committee on balancing and allocating funds to the Department of Health and the People's Committees of communes to implement Resolution No. 63/2025/NQ-HĐND as prescribed.
The People's Committees of communes and wards shall disseminate and publicize Resolution No. 63/2025/NQ-HĐND so that the people understand the policy; promptly guide eligible cases to prepare dossiers for requesting benefits, paying particular attention to new beneficiaries such as social retirement allowances and Lunar New Year gifts. At the same time, they shall strengthen the application of technology, digital transformation, update beneficiary information in the management software, organize inspections of the implementation of the Resolution; and develop solutions to improve the management and review of beneficiaries.
