Hanoi sociological survey determines Administrative Reform Index

Kinhtedothi - Sociological investigation to determine the Administrative Reform Index for 23 departments, agencies equivalent to departments and 30 districts, towns. The investigation period is from November to December 31, 2024 and the period of information collection and assessment is from January 1 to December 31, 2024.

On November 20, the Hanoi People's Committee issued Plan No. 334/KH-UBND on sociological investigation to determine the 2024 Administrative Reform Index for departments, agencies equivalent to departments and People's Committees of districts, towns and cities in Hanoi.

Accordingly, the sociological investigation in the city to determine the Administrative Reform Index for 23 departments, agencies equivalent to departments and 30 districts, towns and cities is stipulated in Decision No. 3598/QD-UBND dated July 10, 2024 of the City People's Committee; the investigation period is from November 2024 to December 31, 2024 and the period of collecting assessment information of agencies and units is from January 1 to December 31, 2024.

Specifically, the investigation content is based on criteria and component criteria to serve as a basis for analyzing and correctly assessing the current status of the quality of administrative reform work of each unit; conducting sociological investigations on identified subjects associated with each specific unit. Through collecting opinions and assessments, it contributes to enhancing the supervisory role, enhancing people's understanding and participation in state management work of all levels of government.

At the same time, develop a report analyzing the results of a sociological survey to determine the 2024 Administrative Reform Results Assessment Index for departments, agencies equivalent to departments and People's Committees of districts, towns and cities in Hanoi as a basis for proposing solutions to improve the administrative reform index for the following years.

The City People's Committee assigned the Hanoi Institute for Socio -Economic Development Research to preside over the implementation, and coordinate with the City People's Committee Office, the Department of Home Affairs, and relevant units to organize the construction and completion of the "Survey system, measurement of Satisfaction Index and sociological investigation score of Hanoi City's Administrative Reform Index" at the city's Administrative Reform Portal; develop a sociological investigation plan with 10 sample forms and organize the implementation of the investigation plan, issue and collect online and direct ballots; process and synthesize data, calculate survey scores, and develop a report summarizing the survey results.

The city also directed the heads of units subject to sociological investigation to direct and coordinate the serious implementation of the plans and schemes approved by the city; coordinate the implementation of sociological investigation to ensure quality and progress. The sociological investigation organization determines the Administrative Reform Index according to the assessment criteria specified in Decision No. 3598/QD-UBND; the method of information collection is appropriate to the actual conditions of each unit; the collected information reflects objectively and truthfully the actual status of administrative reform work of the units; the investigation data is updated objectively, accurately and promptly according to the approved progress.
