Mr. Duong Duc Tuan - Vice Chairman of Hanoi People's Committee has just signed and issued Plan No. 115 on surveying, evaluating and inspecting the quality of villas and some other architectural works in the city according to Program No. 03-CTr/TU of the City Party Committee.
Hanoi surveys, evaluates and inspects the quality of 1,216 villas
Accordingly, the purpose of surveying and assessing the quality of all villas and some other architectural works is to determine the level of degradation and danger, and to have solutions and plans to renovate and refurbish old villas and other architectural works in the historical inner city area and inner city districts. The survey and assessment of quality also aims to enhance the role and responsibility of relevant organizations and individuals in the management and use of old villas and other architectural works built before 1954.
The Hanoi People's Committee requested the survey, inspection and quality assessment of 1,216 villas (according to the list of villas built before 1954 issued with Decision No. 1845/QD-UBND dated June 2, 2022 of the City People's Committee) and a number of other architectural works to be carried out according to the safety assessment process of housing structures and public works of the Institute of Construction Science and Technology, Ministry of Construction in Decision No. 681/QD-BXD dated July 12, 2016.
The survey, inspection and quality assessment are given priority to 24 villas and 8 other architectural works, built before 1954, owned by the State and managed by the city to serve the plan of the City People's Committee on conservation and renovation according to Program No. 03-CTr/TU of the City Party Committee according to the criteria: Have been assessed and classified in group 1, group 2; owned by the State and included in the list of villas that cannot be sold, currently managed and used by the State; villas and other architectural works with historical, cultural and architectural value; villas and other architectural works currently used as headquarters, embassies; villas and other architectural works that are degraded and have not been renovated or repaired (about 3-5 years).
The inspection and detailed quality assessment of 24 villas and 8 other state-owned architectural works managed by the city is required to be completed before September 30, 2023. For all 1,192 villas, the city has set a deadline of June 30, 2024.
The City People's Committee encourages owners, managers, and users to spend their own money to evaluate, inspect, and evaluate the quality of the works in detail in order to soon have a plan to preserve and renovate villas and other architectural works built before 1954.
After the results of the assessment and inspection of villas and other architectural works built before 1954 are available, the city will invest funds to renovate and preserve the works managed by the city.
The city announced the results and list of degraded and dangerous villas managed by the Central Government or other organizations and individuals that have been surveyed by expert methods, identified as villas, and recommended that central agencies soon allocate funds to conduct detailed quality inspections of the villas, thereby finding solutions and plans to renovate and preserve the villas.
