Explaining the source of the information, the People's Committee of Cua Nam Ward said that on July 24, 2025, the leaders of the City People's Committee had a working session with the ward on the content of implementing the low emission zone.

At this working session, the leaders of the City People's Committee assigned the Department of Agriculture and Environment to preside over and advise the City People's Committee to submit to the City People's Council to issue a related resolution. At the same time, the Department was assigned to research and develop a project on low-emission zones in the Ring Road 1 area. The People's Committee of Cua Nam Ward emphasized that there was absolutely no content mentioning choosing the ward as a pilot site for banning gasoline vehicles.

The People's Committee of Cua Nam Ward also said that all plans for converting to clean means of transport must strictly comply with the City's direction and Directive 20/CT-TTg of the Prime Minister , issued on July 12, 2025, on urgent tasks to address environmental pollution.

According to the content of Directive 20, the roadmap for restricting vehicles using fossil fuels in Hanoi is very specifically regulated. Phase one starts from July 1, 2026, all motorbikes and scooters using gasoline will not be allowed to circulate in the Ring Road 1 area.

Next, from January 1, 2028, this regulation will be tightened by banning all motorbikes and scooters and at the same time restricting private cars using fossil fuels from the area from Ring Road 2 to the city center. The roadmap will continue to be expanded from 2030, when similar measures will be applied to the area within Ring Road 3.
