After the localities were merged and the 2-level government model was stabilized, the Departments of Education and Training began to calculate the 10th grade exam plan for the next school year to suit the reality in the localities.

One of the earliest announced localities was Hai Phong .

Director of the Department of Education and Training of Hai Phong City, Luong Van Viet, has just signed a decision to announce the organization of exams for high school students in the 2025-2026 school year.

Regarding the general 10th grade entrance exam, the document stated that the expected time will be June 2-4, 2026 with 3 subjects. Of which, literature will be tested in essay form, math and the third test will be in multiple choice form.

Candidates taking the specialized exam in Hai Phong will take the exam 2 days later in essay format. Foreign languages ​​and natural sciences will include 20% multiple choice and 80% essay.

Along with that, the Department of Education and Training of Hai Phong City also established a Council to develop the structure of the exam questions for the exams from the 2025-2026 school year. The Council is responsible for developing the structure of the exam questions for the exams from the 2025-2026 school year in the direction of assessing competencies in accordance with the 2018 General Education Program.

Thus, compared to 2025, students in the old Hai Duong area will have significant changes when switching from math exams in essay form to multiple choice.

Students of Hai Phong City basically kept the same format because previously the 10th grade math test was built in the form of multiple choice, true or false, and short answer.

In Ho Chi Minh City , after merging the three old localities of Ho Chi Minh City, Binh Duong, and Ba Ria - Vung Tau, the number of students will lead the country with more than 2.52 million students in the 2025-2026 school year.

According to initial information from the Department of Education and Training of Ho Chi Minh City, the 10th grade enrollment for the 2026-2027 school year is expected to combine both admission and entrance exams.

In particular, the form of admission to grade 10 of public high schools in some special areas. Public high schools in the remaining areas will enroll grade 10 students by taking an entrance exam in 3 subjects: literature, math, and foreign language.

This is to maintain stability and create convenience for parents, students and schools after the merger because these 3 exam subjects are the 3 traditional subjects in the 10th grade exam of localities before the merger.

Director of the Department of Education and Training of Ho Chi Minh City Nguyen Van Hieu at the first meeting after the merger in July emphasized that the 10th grade enrollment plan will soon be officially announced so that students and teachers will know and at the same time have direction in teaching and learning.

Localities are making plans for the new school year. Many candidates, parents, and teachers hope that the Departments of Education and Training will soon announce the 10th grade enrollment plan so that appropriate preparations can be made.

10th grade exam questions and answers in 2025 for all 63 old provinces and cities

2025 is the first year that provinces and cities across the country will conduct 10th grade enrollment according to the new regulations of the Ministry of Education and Training stipulated in Circular 30.

In particular, the Ministry stipulates that there are 3 methods of admission to grade 10 high school including: entrance exam, selection or a combination of entrance exam and selection. The selection of admission method is under the authority of the locality.

For the entrance exam method to grade 10 high school, localities will conduct 3 exams, specifically math, literature and a third exam or subject chosen by the Department of Education and Training.

The Ministry of Education and Training also stipulates: The third exam subject is selected from among the subjects assessed by scores in the general education program at the secondary level, ensuring that the same third exam subject is not selected for more than 3 consecutive years.

The third exam is a combined exam of a number of subjects selected from among the subjects assessed by scores in the general education program at the secondary school level.
