Speaking at the event, Deputy Minister Bui Hoang Phuong emphasized that the contents presented at the Press Conference were all issues that received attention from society, from domestic to international, as well as from Party and State leaders. These are important policy orientations to implement Resolution No. 57-NQ/TW of the Politburo on the development of science and technology, innovation and digital transformation.

In July, the Ministry of Science and Technology proactively and actively carried out many key tasks in direction and management, achieving outstanding results, making important contributions to the development of national science and technology, innovation and modernization. The Ministry of Science and Technology advised and submitted to the Government and the Prime Minister to issue 01 Decree and 03 important Decisions:
Decree No. 194/2025/ND-CP of the Government detailing a number of articles of the Law on Electronic Transactions on national databases, data connection and sharing, open data serving electronic transactions of state agencies. The Decree establishes a legal corridor to mandate connection and data sharing between state agencies and promote open data, creating a foundation for a digital government that operates transparently and effectively.
Decision No. 1562/QD-TTg on ensuring connectivity, synchronization, and state secrecy in digital transformation activities of the entire political system. The decision lays the legal and technical foundation for comprehensive restructuring of the information system, ensuring connectivity, synchronization, and security throughout the entire political system, towards a unified, shared national digital infrastructure.
Decision No. 1565/QD-TTg promulgates the Plan to improve the quality of online public service delivery throughout the entire process; providing new personalized, data-driven digital services for citizens and businesses. This creates a breakthrough in the quality of public services, not only providing convenient, comprehensive administrative procedures but also developing new personalized digital services based on data and AI, placing citizens and businesses at the center.
In addition, the Ministry of Science and Technology has closely coordinated with the Ministry of Home Affairs and the Ministry of Finance to develop and submit to the Government for promulgation: Decree No. 179/2025/ND-CP stipulates the support level for people working full-time on digital transformation, network information security, and network security (support level of 5 million VND/month); Decree 180/2025/ND-CP on mechanisms and policies for public-private partnership in the field of science and technology development, innovation and digital transformation. The Decree was issued to create a breakthrough legal corridor for public-private partnership (PPP), aiming to liberate social resources, creating a strong push for the development of national science and technology, innovation and digital transformation.
Along with that, the Ministry of Science and Technology has issued under its authority 03 Circulars: Circular No. 11/2025/TT-BKHCN amending and supplementing a number of articles of Circular No. 21/2023/TT-BTTTT of the Ministry of Information and Communications regulating the functions and technical features of the Information System for handling administrative procedures at the ministerial and provincial levels; Circular No. 12/2025/TT-BKHCN regulating the establishment and operation of the system for receiving and synthesizing data to serve the state management of electronic transactions of state agencies; Circular No. 13/2025/TT-BKHCN regulating the decentralization of authority to grant, extend, re-grant, amend, supplement, revoke telecommunications licenses, and request the termination of telecommunications service provision activities.
Many important events shaped the industry's development strategy.
In July 2025, the Ministry of Science and Technology organized many outstanding events. The Ministry of Science and Technology worked with the Da Nang City Party Committee to implement Resolution No. 57 of the Politburo on breakthroughs in the development of national science and technology, innovation and digital transformation; attended the launching ceremony of the Laboratory Project serving the production of advanced packaging technology for semiconductor microchips in Da Nang. The Ministry of Science and Technology coordinated with the Government Office and relevant ministries and branches to organize: The third meeting to review the work of the first 6 months of the year, deploy tasks for the last 6 months of 2025 of the Government's Steering Committee on Science and Technology Development, Innovation and Digital Transformation and Project 06; VNNIC Internet Conference 2025 event series with the theme "Breakthrough era with industrial Internet"; Organize a national conference to guide ministries, branches and localities in developing plans and budget estimates for science and technology, innovation and digital transformation in 2026 - the first year of implementing the new Law with 3 pillars: science and technology, innovation and digital transformation. The conference emphasized the importance of developing plans, clearly identifying science and technology, innovation and digital transformation as important driving forces for development in the new period, and at the same time guiding the development of estimates to closely follow major strategies on AI, data, semiconductors, digital government... and prioritize the "3-house" model, tasks with widespread effects; In collaboration with the IAEA, we organized a workshop on building and implementing nuclear security systems and measures for public events, aiming to guide the deployment of nuclear security systems to serve the 80th anniversary of Vietnam's National Day on September 2nd, 2025; worked with a delegation of Japanese experts to discuss cooperation in semiconductor human resource training; and worked with the Southeast Asian Semiconductor Association to discuss attracting foreign businesses to invest in the semiconductor sector in Vietnam, building a semiconductor technical standards system, and organizing an international semiconductor forum in Vietnam.
Industry development indexes continue to increase strongly
In July 2025, the Ministry of Science and Technology recorded impressive results, with the total revenue of the whole industry estimated at nearly 499 billion VND, a sharp increase of 22.6% over the same period in 2024. This affirms the central role of science and technology in promoting digital economic growth and sustainable development.

Notably, compared to the same period in 2024, the Ministry of Science and Technology achieved a 39.85% rate of online applications, an increase of 4.24%. ICT industry revenue reached VND 478,539 billion, an increase of 9.4%. Postal volume in July was estimated at 330 million mail items, an increase of 18.7%. Vietnam's mobile network speed ranked 19th globally (148.64 Mbps), an increase of 29 places. The total number of published standards is 40 Vietnamese National Standards (TCVN); the number of ISO/IEC standards accepted as TCVN is 36. Total transactions on the National Data Integration and Sharing Platform (NDXP): 3.3 billion successful transactions as of July 18, 2025. The Quality Infrastructure Index (VQII) in June increased by 2.054%, contributing an estimated USD 0.87 billion to GDP. Mobile game downloads in Vietnam in the first 6 months of the year reached 5.2 billion, expected to exceed 10.3 billion by the end of the year. Revenue from major e-commerce platforms is expected to reach 387.5 trillion VND, up 21.5%. Vietnam's AI economic scale is expected to reach 120-130 billion USD by 2040.
In August 2025, the Ministry of Science and Technology will focus on developing and submitting to the Government 04 draft laws: Law amending the Law on High Technology; Law amending and supplementing a number of articles of the Law on Technology Transfer; Law amending and supplementing a number of articles of the Law on Intellectual Property; Law on Digital Transformation; ensuring progress in submitting to the National Assembly for consideration and approval at the 10th session of the 15th National Assembly.
In addition, the Ministry will develop, complete and submit to the Government 16 draft Decrees guiding the implementation of 04 Laws recently passed by the National Assembly at the 9th Session of the 15th National Assembly.
Submit to the Prime Minister draft documents: Decision to promulgate the National Program on Strategic Technology and Industry Development; Project to establish a National Environmental Radiation Monitoring and Warning Network; Decision to amend, supplement or replace Decision No. 08/2023/QD-TTg dated April 5, 2023 to unify the management and investment model of the Centralized Specialized Data Transmission Network from the Central to the Commune level; Decision to amend and supplement Decision No. 127/QD-TTg dated January 26, 2021 of the Prime Minister promulgating the National Strategy on Research, Development and Application of Artificial Intelligence to 2030.
Project Development: Forming large-scale domestic strategic technology enterprises to develop digital infrastructure, digital human resources, digital data, strategic digital technology, and network security; Supporting and developing digital technology enterprises to reach out globally;
The Ministry of Science and Technology continues to perform its focal role well, closely coordinating with ministries, branches and localities to implement Resolution 71/NQ-CP of the Government amending and supplementing the Government's Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, national innovation and digital transformation.
Ministry of Science and Technology proactively "orders" research
At the Press Conference, representatives of news agencies and press raised many questions related to a number of state management areas of the Ministry of Science and Technology. Representatives of functional units under the Ministry shared and provided information to the press on the above contents.
Sharing about the development of national strategic technologies, Mr. Hoang Anh Tu, Deputy Director of the Department of Science, Technology and Engineering, said that in the coming time, the Ministry of Science and Technology will focus on promoting the development of 1 to 3 strategic products that are urgent, have the ability to succeed quickly, create a spillover effect and have the willingness of businesses to participate in pioneering implementation.
Simultaneously, the Ministry of Science and Technology will submit to the Prime Minister for approval the National Plan for the Development of Strategic Technologies until 2030 and with a vision to 2035, including the National Science and Technology Program for the Development of Strategic Technologies, comprising 11 component programs, corresponding to 11 groups of strategic technologies. Each component program will be assigned to a Ministry or sector to lead. The Ministry of Science and Technology will also implement comprehensive solutions to develop strategic technologies.
Specifically, establish technology decoding and reverse engineering centers; allow the use of budget to purchase, decode and localize technology; gradually form strategic technology clusters in localities, each cluster focusing on a number of key technologies according to regional advantages, with specific mechanisms on public investment, land, finance and human resources.
Along with that, build a national communication program on strategic technology development to raise social awareness and bring "Make in Vietnam" strategic technology products to the international market.
Regarding the method of implementing science and technology tasks, Deputy Minister of Science and Technology Bui Hoang Phuong said that the Ministry has changed from the mechanism of receiving project registrations to proactively "ordering" research institutes and enterprises. Currently, there are about 38 units that the Ministry has worked directly with to determine appropriate research tasks.

According to Deputy Minister Bui Hoang Phuong, the Ministry of Science and Technology is the agency that has a thorough understanding of strategic technologies, new technologies, and the country's development needs. Therefore, proactively commissioning research is an important step, creating greater initiative and efficiency in the orientation and application of science and technology.
Talking to the press about the strategy to attract, employ talented people, and develop high-quality human resources, Mr. Mai Anh Hong, Deputy Director of the Department of Organization and Personnel, said that to concretize the spirit of Resolution 57-NQ/TW of the Politburo and the Law on Science, Technology and Innovation, and the Law on Digital Technology Industry, the Ministry of Science and Technology is focusing on developing and promulgating specific regulations on risk acceptance mechanisms; autonomy mechanisms for public science and technology organizations; outstanding preferential policies to develop the semiconductor industry; policies to attract, employ and employ talented people, high-quality human resources, and regulations on sharing benefits from research results.
