To concretize the implementation of the Project "Strengthening the capacity to manage and effectively enforce the law on copyright and related rights protection by 2020, with a vision to 2025, period (2017 - 2025)", the Department of Culture, Sports and Tourism has advised the Provincial People's Committee to issue Plan No. 4826/KH-UBND dated May 24, 2017 on the implementation of the Project "Strengthening the capacity to manage and effectively enforce the law on copyright and related rights protection by 2020, with a vision to 2025" according to Decision No. 88/QD-TTg dated January 20, 2017 of the Prime Minister .
Over the years, with the tireless efforts of local departments and agencies, the enhancement of management capacity and effective enforcement of laws on copyright and related rights protection has achieved many positive results. Thereby, it has improved understanding and protected the legitimate rights of copyright and related rights owners.

Accordingly, the Department of Culture, Sports and Tourism has arranged for civil servants to concurrently manage and enforce the law on copyright and related rights. The assigned civil servants have made efforts to carry out the work, closely coordinating with the local Literature and Arts Association to support authors and creators, and create conditions for the activities of organizations representing collective copyright and related rights in the area.
Since 2017, every year the Department of Culture, Sports and Tourism has sent specialists in charge of the field and leaders of the Department to attend training courses to disseminate and foster legal knowledge on copyright, related rights and copyright and related rights registration organized by the Copyright Office (Ministry of Culture, Sports and Tourism).
The Department of Culture, Sports and Tourism has always focused on disseminating and popularizing the law on copyright and related rights. Disseminate the law on copyright and related rights to authors, owners, radio and television organizations, businesses operating in the digital environment, consulting organizations, copyright and related rights services, representatives of exploitation and use units, the Literature and Arts Association, collective representative organizations of copyright and related rights; at the same time, coordinate with press units to deploy communication on copyright, related rights and cultural industry on digital platforms.
In addition, the Department of Culture, Sports and Tourism has guided, directed, urged and reminded the implementation of copyright and related rights obligations according to the provisions of law, which are focused on when receiving, appraising, handling dossiers, issuing documents approving art performances for organizations and enterprises; organizing art performances to serve political tasks, major national holidays, commercial business events at professional art units; granting licenses to organize exhibitions, organize fine arts and photography competitions; appraising and granting business licenses for Karaoke services; handling dossiers of advertising product notifications...,
Along with that, the Provincial Literature and Arts Association regularly monitors and supervises the use of works by authors of its members, ensuring that the works are used for the right purposes and in accordance with the agreement, especially in the digital environment and modern media; protecting the legitimate rights of members in the field of culture and arts.
The Department of Culture, Sports and Tourism coordinates with the Vietnam Music Copyright Protection Center - Southern Branch in monitoring the implementation of copyright fees through professional performing arts license applications; coordinates with the Department of Science and Technology to inspect and enforce copyright and intellectual property rights of organizations and individuals.
In particular, the inspection of cultural activities and cultural service businesses is always focused on by the Department of Culture, Sports and Tourism. The provincial and district-level interdisciplinary inspection teams strengthen management, regularly inspect cultural activities and cultural service businesses, remind and handle administrative violations to put cultural activities, cultural services and tourism services in order in accordance with regulations to raise awareness of compliance with the law on copyright and related rights.
Regarding the handling of complaints, denunciations, recommendations and reflections on copyright and related rights; the Department's Inspectorate has coordinated with units and localities to always thoroughly explain concerns and questions to help people understand what they need to do and where to go to get their rights resolved and protected. During the period 2017 - 2025, through inspection, no violations of the law on copyright and related rights were detected.
To implement copyright and related rights activities more effectively in the coming time, Dong Nai province proposes: Completing the system of legal documents on copyright and related rights, especially specific regulations related to the legal obligations of organizations, individuals performing and professional performing arts organizations when using works, audio and video recordings to build or stage performing arts programs;
At the same time, strengthen propaganda work, open training courses to raise awareness and proactively comply with the law on Intellectual Property, copyright and related rights; thereby creating conditions for copyright holders to fully enjoy the rights and benefits according to the law; especially to maximize the economic value of musical works, in different forms of use; Strengthen the direction, regular and surprise inspection of business and service establishments in the enforcement of the law on copyright and related rights, strictly handle violations according to the law.../.
