At around 5:00 p.m. on August 3, while patrolling on Highway 11, My A hamlet, the Chi Lang Ward Police working group received a report from the people about a subject threatening and demanding that Mr. Huynh Van T. (born in 1963) pay the debt of his daughter, Huynh Thi Thuy V. (born in 1997, residing in My A hamlet, Chi Lang Ward), or else paint, dirt and petrol bombs would be thrown at his house.
Evidence seized by police.
Fearing the safety of his family members, Mr. T. met Nguyen Thang Tu (alias "Tung", born in 1997, residing in Luu Kiem ward, Hai Phong city) to pay at a coffee shop in group 8, My A hamlet.
When the subject was receiving the 10 million VND, the Ward Police working group promptly arrived, made a record of the incident and brought him to the Ward Police headquarters for questioning.
Tu admitted to lending Ms. V. 20 million VND in installments of 800,000 VND per day for 31 days (equivalent to an interest rate of about 276%/year). Because Ms. V. did not pay on time, Tu repeatedly called to threaten and force her family to pay on her behalf.
Chi Lang ward police have detained Tu and the evidence, continuing to consolidate the case file for handling according to legal regulations.
