Hanoi determined to speed up disbursement rate of public investment plan in 2024

Accordingly, the Hanoi People's Committee requested that units with good disbursement continue to maintain, promote and improve implementation efficiency, while units with slow disbursement urgently review and immediately overcome existing problems, difficulties and obstacles, implement measures to speed up implementation progress and complete the task of disbursing public investment capital in 2024.

For investors, the Hanoi People's Committee requires each investor to make efforts and determination to disburse the year-end capital plan; overcome difficulties and obstacles (currently mainly site clearance); focus on projects that are not expected to disburse 100% of the assigned capital plan; projects using central budget capital, large projects, projects implementing national target programs.

Require each project to develop a weekly and monthly implementation and disbursement plan to promptly urge contractors and related units to implement the project and disburse funds.

Speed up the progress of approving construction design - estimates, organizing bidding, and starting construction to speed up project progress, disburse assigned capital plans, and soon put the project into implementation.

For projects using ODA capital: Investors are required to coordinate with relevant departments and branches to urgently review the implementation status, difficulties and problems, report and advise the Hanoi People's Committee on solutions.

Regarding the focus on removing difficulties and obstacles for projects, speeding up project progress, ensuring the disbursement of all assigned capital plans, the Hanoi People's Committee assigned the Department of Natural Resources and Environment to preside over synthesizing and advising the Hanoi People's Committee on resolving and removing difficulties and obstacles in site clearance and environmental impact assessment of projects (including city-level projects and district-level projects) within its authority;

At the same time, advise the Hanoi People's Committee to resolve issues beyond its authority. Direct and guide the People's Committees of districts, towns and cities to resolve tasks under the responsibility of the People's Committees of districts, towns and cities. In particular, guide investors and district-level People's Committees to carry out procedures related to determining resettlement land prices, assessing environmental impacts, resolving difficulties in site clearance, resettlement plans, etc.

The Department of Construction shall preside over and advise the Hanoi People's Committee to review and resolve difficulties and obstacles for projects with problems related to resettlement housing funds; preside over and coordinate with relevant agencies to regularly monitor and closely follow developments in the construction market to promptly update and adjust the published prices of construction materials and construction price indexes to match the market price level.

Specialized departments, based on their functions and tasks, remove difficulties for projects in their assigned sectors and fields. In particular, speed up the appraisal and approval of projects that have been approved for investment policies.

The People's Committees of districts, towns and cities shall resolutely direct the resolution of difficulties and problems in site clearance, promptly report to the Hanoi People's Committee on complicated matters beyond their authority for guidance and resolution.

The Hanoi People's Committee assigned districts, towns and cities to focus on disbursing all assigned capital plans, especially for City-level projects assigned to districts and towns as investors. The disbursement rate is still slow, and it is expected that some projects will not fully disburse the assigned capital plans.

Speed up the implementation and disbursement of national target program projects and target support projects to strive to disburse 100% of the assigned plan.

Continue to strengthen meetings, remove difficulties and obstacles in site clearance for both district-level projects and city-level projects invested by Hanoi City Project Management Boards. At the same time, request district-level leaders to pay attention, direct and promote the strength of the political system in site clearance work.

Speed up the implementation and disbursement of national target program projects and target support projects to strive to disburse 100% of the assigned plan.

Focus on revenue from land use fees, create resources for the Public Investment Plan, especially for units expected to have a large shortfall in land use fees. Some localities with good revenue sources need to continue to speed up the disbursement progress of capital plans. Regularly and promptly report to the Hanoi People's Committee on the situation of land revenue through the Department of Natural Resources and Environment and the Department of Finance to synthesize and report to the Hanoi People's Committee. Identify this as a key task and solution in the last months of the year to promote the overall disbursement rate of the whole city.

The Hanoi People's Committee assigned the Department of Planning and Investment to continue to promptly summarize the implementation status, difficulties and obstacles of the units and report to the Hanoi People's Committee for consideration and direction; proactively guide and resolve difficulties and obstacles for the units with tasks under the authority and functions of the Department; periodically twice a month, announce the disbursement results of each unit on the Investment Project Information Management System in the city.
