On August 9, the Hanoi Department of Education and Training summarized the pilot project and the pilot extension project of the Dual Degree Training Program.
According to the report, in the 2017-2018 school year, Hanoi built and piloted the Dual Degree Training Program (integrating the Vietnamese national education program with the Cambridge International Program).
Chu Van An High School is the first public school in the country to implement the Cambridge integrated program in training the dual diploma program of the Vietnamese national high school diploma and the British high school diploma - A Level Certificate.
In the 2018-2019 school year, at the secondary school level, the city continues to have 7 more public schools implementing the project, including: Hanoi - Amsterdam High School for the Gifted, Cau Giay Secondary School, Nghia Tan Secondary School, Trung Vuong Secondary School, Ngo Si Lien Secondary School, Thanh Xuan Secondary School, Chu Van An Secondary School, enrolling about 600 students/year.
The city has 8 public schools that have received codes as Cambridge member schools. In the pilot schools, students are taught an integrated national program and the Cambridge program.

According to the Hanoi Department of Education and Training, students taking the IGCSE, AS-Level, and A-Level exams achieved very high results. Many students had scores that qualified them for direct admission to international universities.
The schools have built a team of Vietnamese teachers with the capacity to teach international programs and have invested in synchronous facilities such as Cambridge-standard classrooms; modern teaching equipment, labs, libraries; network connection systems, learning management software; creative spaces, and personal study areas.
Dual degree students demonstrate outstanding abilities in foreign languages, academic thinking and life skills. They actively participate in social, volunteer, cultural and sports activities, affirming their abilities and capacities in an integrated and internationally integrated learning environment.
From the 2021-2022 school year, according to the roadmap, secondary schools in the project will not enroll 6th grade students in the IGCSE dual-degree program, affecting the continuity between levels. In the 2023-2024 school year, enrollment in the A-Level program at Hanoi - Amsterdam High School for the Gifted and Chu Van An High School will be limited to students in the dual-degree program at secondary schools in the project. Meanwhile, the demand for integrated programs from students in the city is still very large.
Public school choice continues program
Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, said that after 7 years of implementing the project, many students have achieved high results in international exams. The project is truly a model for training "global citizens" when students are not only good at academic English but also demonstrate their capacity, critical thinking, and adaptability. The staff and teachers have access to integrated teaching methods, multi-dimensional assessment; participate in training courses from Cambridge and international experts and gradually master the integrated program, limiting dependence on foreign teams.
“Recently, the Government issued regulations on teaching and learning in foreign languages in educational institutions, opening up a legal corridor and laying the foundation for the replication of international integration models in schools across the city. Hanoi has the basis to sustainably and professionally implement international integration education programs,” said Mr. Cuong.

The Department of Education and Training recommends that the city direct the summary, acceptance and evaluation of the results of the implementation of the dual-degree training project in the pilot phase; on that basis, orient the continued implementation of the Cambridge program in the next phase.
In addition, there needs to be a mechanism to attract and recruit teachers of Mathematics, Physics, Chemistry, and Information Technology from excellent students graduating from high-quality classes at the University of Education, or scientists and international students who have studied in developed countries (such as the US and Europe), in order to gradually replace and reduce dependence on foreign teachers.
Allow Hanoi - Amsterdam High School for the Gifted and Chu Van An High School to renovate and upgrade facilities according to medium-term investment packages, in order to meet the standards for implementing the Cambridge program effectively and sustainably.
Recommend that the city soon approve the Project "Improving the comprehensive education quality of Hanoi city in the period 2025-2035, with a vision to 2045", which includes teaching Mathematics, Natural Sciences and Information Technology in English, as a basis for Hanoi to implement two parallel models: International integration program and program to enhance English proficiency in teaching Science subjects.
According to the Hanoi Department of Education and Training, the unit will guide educational institutions to build and implement an integrated training program model in the next phase, including selecting qualified public educational institutions to implement the integrated training model in the 2025-2026 school year.
Develop a roadmap to expand the integrated training model in the following years, ensuring efficiency, sustainability and consistency with the capital's education development strategy for the 2025-2035 period.
Coordinate with teacher training institutions and international organizations to organize training for staff and teachers participating in implementing the integrated program, gradually improving organizational and implementation capacity and ensuring sustainability for the model.
