In a recent report responding to voters' petitions, the Hanoi People's Committee informed about the issuance of Certificates (also known as pink books or red books) for apartments in apartment projects such as The Legacy, Golden West, Starcity, Song Da - Viet Duc... in Thanh Xuan and Cau Giay districts.
Specifically, in Thanh Xuan district, the Golden West apartment building located at lot 2.5HH, Le Van Thiem street, Nhan Chinh ward, invested by Vietnam Trade Development Joint Stock Company (Vietradico), has not been granted a Certificate (also known as red book or pink book) for the apartments by the Department of Natural Resources and Environment.
The reason is that the investor has not completed the project's legal documents and sent them to the Department of Natural Resources and Environment to check the legal documents for registration and issuance of certificates at the project according to regulations.
For the same reason as above, The Legacy apartment building located at 106 Nguy Nhu Kon Tum Street, Nhan Chinh Ward has not yet been granted a Certificate of Ownership by the Department of Natural Resources and Environment for the apartments.

Starcity Center apartment project (also known as D'Capitale) on the land plot with the symbol HH in the Southeast Urban Area of Tran Duy Hung Street, Trung Hoa Ward, Cau Giay District, invested by Ngoi Sao Viet Real Estate Company Limited. The project was approved by the competent authority for the works with the symbols: A, B, C, D, G, H.
Accordingly, the Department of Natural Resources and Environment has been issuing Certificates to home buyers who have fulfilled their financial obligations to investors at projects marked A, B, D, H.
For the projects with symbols C and G at Starcity Center apartment building, the issuance of Certificates for the apartments has not been carried out. The reason is that the investor has not completed the project's legal documents and sent them to the Department of Natural Resources and Environment to check the legal documents for registration and issuance of Certificates at the project according to regulations.
Viet Duc Complex office - service and housing area at lane 164 Khuat Duy Tien street, Nhan Chinh ward is invested by Song Da - Viet Duc Investment Joint Stock Company as representative of the Joint Venture (Song Da - Viet Duc Investment Joint Stock Company; Construction and Materials Trading Joint Stock Company, Construction and Industrial Equipment Group Joint Stock Company). The investor submitted the legal inspection documents for the issuance of the certificate to the Department of Natural Resources and Environment in June this year.
According to Dan Tri newspaper reporters, Golden West, The Legacy, Viet Duc Complex, and Starcity Center apartments have all had scandals about violations during the construction process or when apartments were handed over, or when residents moved in.
For example, according to the feedback from residents of The Legacy apartment building, since 2020, when receiving the apartments, this project has had many shortcomings, causing frustration. Some items built by the investor are not in accordance with the construction permit and design drawings appraised by the Department of Construction Management.
Residents of this apartment building have also gathered many times to hang banners to protest the investor for not fulfilling commitments, increasing parking fees, arbitrarily cutting off electricity and water, and delaying the issuance of red books.
