Hanoi - Chongqing cooperate to develop modern urban railway

Within the framework of cooperation between Hanoi and Chongqing (China), the two sides agreed to promote coordination in planning, design and sharing experiences in urban railway development, contributing to realizing the goal of expanding the capital's metro network in the coming time.

Recently, Vice Chairman of Hanoi People's Committee Duong Duc Tuan received a delegation from the Chongqing State-owned Assets Supervision and Administration Commission (China), led by Mr. Zeng Tinh Hoa, Chairman of the Commission. The meeting aimed to implement cooperation contents in the field of urban transport, based on the Memorandum of Understanding (MoU) signed during Hanoi's working trip to Chongqing in June 2025.

At the meeting, Mr. Zeng Jinghua said that this visit brought many specific proposals in the field of urban railways and urban planning. On the basis of the good relationship between Vietnam and China, the strengthening of cooperation between localities such as Chongqing and Hanoi is part of the common development orientation between the two countries.

According to Mr. Zeng Jinghua, Chongqing owns a modern urban railway system, with many years of experience in design, investment and operation. Experts and businesses in this city expressed their willingness to share solutions and support Hanoi in the process of developing the metro network. Besides urban transport, the two sides can also expand cooperation to the fields of logistics, high-tech agriculture and sustainable tourism development.

Notably, Chongqing experts introduced a number of integrated models of modern public transport, station layout solutions, passenger traffic forecasts and monorail system development suitable for urban river terrain. This suggestion is extremely important in the context of Hanoi's orientation to develop both sides of the Red River.

Acknowledging and appreciating Chongqing's goodwill for cooperation, Vice Chairman of Hanoi People's Committee Duong Duc Tuan said that Hanoi always maintains good relations with Chinese localities and partners in many fields, especially infrastructure and transportation development.

A highlight of the cooperation process is the memorandum of understanding between the Chongqing Urban Railway Management Board signed in June 2025. This memorandum covers many key issues such as master planning of the railway network, determining route alignment, station arrangement, integrating public transport modes and sharing technical experience.

During the working trip to Chongqing, the Hanoi delegation also surveyed the areas on both sides of the Yangtze and Jialing rivers to study the idea of landscape planning and connecting urban spaces along the river (a direction that Hanoi is considering applying to the Red River area).

According to Mr. Duong Duc Tuan, in the context of Hanoi aiming to basically complete 15 urban railway lines by 2035, the experience from Chongqing will help the city shorten the implementation process, ensure investment efficiency and system connectivity. In addition, research and development of a monorail line along both banks of the Red River is also being promoted to synchronize the urban transport system with the master plan.

Hanoi clearly identifies the strategic role of railway infrastructure in reducing road traffic pressure, improving the environment and enhancing the quality of urban life. Therefore, the participation of capable and experienced partners such as Chongqing will bring practical value in the current phase of accelerating infrastructure investment.

Also at the meeting, the leader of the Hanoi People's Committee emphasized that the National Assembly 's approval of the Capital Law (amended) and the Prime Minister's approval of the Capital Planning for the period 2021 - 2030, with a vision to 2050, along with the adjustment of the master plan to 2045 are solid legal bases that facilitate international investors and businesses. This is also a premise for Hanoi to effectively implement international cooperation programs in the field of transport infrastructure development and smart cities.

In its sustainable development goals, Hanoi is currently focusing on addressing a series of urban challenges such as air pollution, traffic congestion, waste treatment and improving the quality of public transport. According to Mr. Duong Duc Tuan, Chinese localities such as Chongqing are potential partners that can support Hanoi in realizing these goals through sharing models, technology and resources.

The Vice Chairman of the Hanoi People's Committee suggested that the two sides quickly concretize the cooperation contents according to the signed MoU, moving towards implementing joint projects in the near future. The Hanoi government is committed to creating all favorable conditions for Chongqing enterprises to effectively participate in the city's development programs.
