Ha Tinh province emphasizes the spirit: "Public investment must truly become a driving force for growth, all difficulties and problems must be resolved right at the grassroots level; resolutely handle collective and individual responsibilities for prolonged delays."

In Document No. 9393/UBND-TH2 recently issued, the People's Committee of Ha Tinh province requested departments, branches, project management boards and localities to concentrate and strictly implement the direction of the Standing Secretariat and the Standing Committee of the Provincial Party Committee on accelerating the disbursement of public investment capital, considering this a key political task in the last months of 2025.

Implementing Official Dispatch No. 154-CV/TU dated November 22, 2025 of the Provincial Party Committee Standing Committee and the direction of the Standing Committee of the Provincial Party Committee, the Chairman of the People's Committee of Ha Tinh province requested agencies and units to thoroughly grasp and seriously implement the direction in Official Dispatch No. 19065-CV/VPTW dated November 21, 2025 of the Standing Secretariat; at the same time, closely follow Official Dispatch No. 8936/UBND-TH2 dated November 13, 2025 of the People's Committee of Ha Tinh province on urging the disbursement of public investment capital in 2025. The People's Committee of the province emphasized: disbursement of public investment capital must be considered a top priority task, requiring the responsibility of the head and the drastic participation of the entire system.

Units are required to assign specific leaders in charge of monitoring the progress of each project; promptly remove difficulties, handle problems according to their authority and take direct responsibility for the disbursement results of each task. The People's Committee of Ha Tinh province sets a target of disbursing 100% of the capital plan in 2025, ensuring the progress of key projects and projects transferred to 2026.

Accordingly, the province requires provincial project management boards, investors and commune and ward people's committees to focus from now until the end of the year, prioritizing disbursement for transitional projects and projects that can be completed within the year. Units must report the disbursement status and detailed disbursement rates for each project, and send them to the Department of Finance and the provincial people's committee before November 28, 2025.

For units with low disbursement rates, the People's Committee of Ha Tinh province requires urgent review and determination of causes; proactively propose solutions or report to competent authorities for resolution. The People's Committee of the province clearly stated its sense of responsibility when citing the report of the Department of Finance: there are still many units disbursing less than 60% of the plan, such as the People's Committee of Tien Dien commune, Ha Tinh University, Ha Tinh Medical College, Border Guard Command, Provincial General Hospital, Provincial Party Committee Office, Agricultural Project Management Board, Economic Zone Project Management Board, Civil Construction - Infrastructure Project Management Board, etc.

Along with that, Ha Tinh province also requires units with low rates to propose transferring capital from slow projects to projects with better disbursement capacity, and at the same time have measures to rectify financial discipline, not allowing "capital stagnation" to occur, causing waste and affecting the overall disbursement progress.

The Ha Tinh Department of Finance is assigned to strengthen guidance, monitoring and urging units to ensure financial discipline. At the same time, the Department is responsible for advising the Provincial People's Committee to publicly disclose the list of projects behind schedule; synthesize and review the list of major projects, and determine feasible disbursement targets by the end of 2025 for the Provincial People's Committee to focus on directing. The Department's report must be completed before December 1, 2025. This Department is also assigned to be the focal point for monitoring and urging the implementation of the tasks in this document; regularly report to the Ha Tinh Provincial People's Committee every week and report to the Standing Committee of the Provincial Party Committee according to regulations.
