Ha Tinh continues to research policies to support training for Lao students studying abroad.

(Baohatinh.vn) - Ha Tinh has been implementing training support policies to help Lao students study with peace of mind and strengthen cooperation between the two countries.

Currently, there are more than 550 Lao students studying at the following schools: Ha Tinh University, Medical College, and Vietnam - Germany Technical College.

Implementing the Government's regulations on tuition policy, exemption, reduction, tuition support, support for study costs and service prices in the field of education and training and the minutes of the annual and periodical summits between Ha Tinh province and the provinces of Bolikhamxay, Khammouane, Savannakhet (Lao PDR), the province has received, trained and supported funding for training human resources for other provinces.

Recently, Ha Tinh has disbursed nearly 40 billion VND to support the prescribed regimes for beneficiaries who are Lao students studying abroad and educational and training institutions.

Specifically, in 2023, the Provincial People's Council issued Resolution No. 118/2023/NQ-HDND stipulating the support regime for training Lao students studying at training institutions in the province for the period 2023-2025; in 2024, the Provincial People's Council issued Resolution No. 139/2024/NQ-HDND amending and supplementing a number of articles of Resolution No. 118/2023/NQ-HDND.

In addition to a number of policies on supporting living expenses and travel expenses, the resolutions have added funds for holiday gifts, health insurance, and medical examinations at the beginning of the school year for self-funded Laotian students, and provided additional support for Laotian high school students. These policies have been highly appreciated by Lao localities, students, and parents, contributing to further strengthening the special traditional relationship between Ha Tinh and Lao localities.

From the time the resolutions took effect (January 1, 2024) to September 30, 2025, Ha Tinh has disbursed nearly 40 billion VND to support the prescribed regimes for beneficiaries who are Lao students studying abroad and educational and training institutions.

Pamina (Savannakhet province) - a student of the 3E Medical College, Ha Tinh Medical College said: "I have studied at the school for 2 years. In addition to support for tuition fees and dormitory accommodation, on Vietnamese holidays and Lao National Day, I always receive gifts from the province and the school. The support from Ha Tinh province helps me and other international students study with peace of mind, and our families have less burdens."

However, by the end of December 2025, the resolutions regulating the training support regime for Lao students will expire. In addition, the implementation of the resolutions to date has made some policies no longer suitable to reality. In order to continue maintaining and supplementing policies to support human resource training for Lao provinces, it is expected that at the meeting of the Provincial People's Council in mid-December 2025, the Provincial People's Committee will submit to the Provincial People's Council a draft Resolution on Regulations on training and fostering support regime for Lao officials, students and pupils studying in Ha Tinh province for the period 2026-2030.

Deputy Director of the Department of Home Affairs Tran Manh Hung said: “As the agency assigned by the Provincial People's Committee to preside over the drafting, the Department of Foreign Affairs has consulted the resolutions of provinces sharing the border with Laos and having Lao students studying abroad, surveyed the practical conditions in the province to consult and advise on the drafting of the resolution. At the same time, the department also synthesized proposals from educational institutions, departments and branches in the area to advise on content that is close to reality. The draft resolution was sent to relevant departments, branches and educational institutions for comments to complete. Currently, the draft has been appraised by the Department of Justice, completed and submitted to the Provincial People's Committee in accordance with regulations."

This draft stipulates the norms, conditions, application time and support methods for Lao students studying long-term who are eligible for scholarships of Ha Tinh province; support norms for Lao students studying long-term and short-term... The draft resolution increases living expenses by 500,000 VND/month compared to the previous two resolutions; adds support for high school students by 500,000 VND/school year to buy uniforms and books; increases dormitory support from 1.5 million VND/school year to 2 million VND/school year. Adds support policies for Lao officials coming for short-term training, support for initial equipment costs, support for living expenses, training, accommodation...

The Committee for Culture and Society (Provincial People's Council) worked with the Departments of Foreign Affairs and Science and Technology on the reports and draft resolutions to be submitted to the regular meeting at the end of 2025 of the 18th Provincial People's Council.

Ms. Ho Thi Nga - Vice Principal of Ha Tinh University shared: "The school currently has 252 Lao students studying Vietnamese majors and languages. In recent times, the province's policies have created great support for them in their studies and activities. In addition, the school has also implemented many activities, building a friendly and safe learning environment, helping them quickly integrate and develop their abilities. In the near future, with the positive adjustments in the province's new support policy, I believe that this will be an important source of motivation for Lao students to continue to make efforts, study better, contribute to training quality human resources for the neighboring country and strengthen the increasingly strong Vietnam - Laos friendship."

It can be seen that the new policies, when issued, will contribute to continuing to improve the quality and effectiveness of human resource training for Lao provinces, further strengthening the special traditional friendship between Ha Tinh province and Lao localities, contributing to socio-economic development, ensuring national defense and security and foreign affairs of the province.
