Coming to Thien Cam coastal commune (Ha Tinh), the maritime militia force is also organizing additional training on the content of "Methods of collecting, verifying, analyzing, and processing initial information sources when incidents occur at sea, especially information sources related to sovereignty violations by foreign vessels". Under the cold, the maritime militia soldiers are still diligently following each training content at the training sites.

The maritime militia force of Loc Ha commune ( Ha Tinh ) coordinated to propagate and mobilize fishermen to actively participate in the movement to protect sea and island sovereignty.

Talking to the sea militia soldiers, most of them said that to create a stable fishing ground for exploitation and fishing, first of all, it is necessary to master and maintain the political security situation at sea. Mr. Nguyen Xuan Vinh, born in 1978, in Xuan Nam village, Thien Cam commune, is one of the sea militia who has fished in many fishing grounds, so he understands very well the importance of participating in protecting the sovereignty of the sea and islands. Mr. Vinh confided: "Participating in annual training is a good opportunity for the sea militia to consolidate and improve their qualifications and capacity in advising on the task of protecting the sovereignty of the sea and islands. From there, creating favorable conditions and environment for fishermen to master the fishing ground and stay at sea with peace of mind."

The militia force of Dan Hai commune (Ha Tinh) coordinated with Lach Ken Border Guard Station to patrol and ensure security and order at Xuan Hoi fishing port.

Dan Hai is one of the communes with a large number of offshore fishing boats, the maritime militia force is mostly the owners of boats and some fishermen work directly on the boats; along with that, the fishing grounds are wide, scattered, with little time to concentrate... which has directly affected the improvement of the training quality of the maritime militia. To solve this problem, the Commune Military Command has advised on developing a training and exercise plan that is close to reality, the area and suitable for the exploitation and fishing time of fishermen.

In order to find a solution to the above problem, along with organizing training according to the prescribed program, the PTKV 1 - Nam Hong Linh Command has closely coordinated with Lach Ken Border Guard Station, Squadron 102 and the Military Command of Dan Hai Commune to organize training for the maritime militia on skills to detect the activities of strange ships operating in illegal fishing and exploitation. At the same time, they are imparted knowledge, skills, and methods of rescue at sea and flood and storm prevention; propagandize maritime laws to fishermen, participate with other forces to protect security and order in the area where boats are moored at the wharf...

“Training for the maritime militia must be based on the time of unusual weather, rough seas, and fishermen returning to shore to develop a plan to organize training for the maritime militia force closely, scientifically, and closely following reality, ensuring correct and sufficient content and time according to regulations. In particular, it focuses on training in propaganda methods, protecting sovereignty over seas and islands, transmitting information according to hierarchy using Icom, and how to handle distress situations at sea,” Comrade Hoang Anh Tuan, Commander of the Military Command of Dan Hai commune, affirmed.

The maritime militia of Loc Ha commune (Ha Tinh) supports fishermen in preparing fishing gear to go out to sea to catch seafood.

Building a maritime militia force with a reasonable structure and high quality is one of the breakthrough contents in building the maritime militia force in Ha Tinh province when implementing the two-level local government model. Accordingly, the Provincial Military Command has closely coordinated with agencies, departments and branches to advise the Provincial Party Committee and the Provincial People's Committee to direct localities to carefully review human resources participating in maritime labor and the system of vessels and vessels to proactively innovate and improve the quality of training and activities for the maritime militia.

According to survey data, currently, fishermen are engaged in seafood fishing mainly on a small scale, with private individuals investing their own capital to buy equipment and hire workers. There are no large-scale corporations, unions or cooperatives. Therefore, mobilizing forces and means for training, drills, search and rescue and other tasks is often difficult without support in fuel and funding. Mr. Dao Minh Quang, owner of fishing boat HT-20783TS, 110CV capacity, in Thai Phong village, Dan Hai commune, said that fishermen are mainly hired laborers, those with experience at sea are older than the law stipulates; in addition, the time at sea is long, the time back to shore is very short and not concentrated... so organizing the mobilization of forces and means for training tasks is very difficult and intermittent.

The maritime militia of Thien Cam commune (Ha Tinh) organized training to improve their qualifications and skills in handling situations at sea.

Building and improving the overall quality and combat readiness of the maritime militia in the current situation is an objective requirement to strengthen the potential strength to protect the sovereignty of the sea and islands of Ha Tinh province. To meet the requirements in the current situation, the training content for the maritime militia focuses on imparting knowledge and skills on techniques and tactics of combat at sea; how to detect, identify, determine the location of strange ships, reporting methods; emergency techniques and search, rescue and salvage at sea.

Colonel Hoang Anh Tu, Deputy Commander and Chief of Staff of the Military Command of Ha Tinh province, affirmed: “Building a maritime militia force in the current situation requires the decisive participation and efforts of many levels and sectors with a system of effective synchronous solutions. The competent authorities need to study and perfect the legal system on the position, role, functions, tasks, and organization of the maritime militia force in accordance with the characteristics of each locality, in conjunction with perfecting appropriate mechanisms and policies to connect maritime human resources with building a maritime militia force”./.
