Regarding the incident of dumping thousands of functional foods on the land along Nguyen Van Linh Avenue, Ho Chi Minh City Police determined that the above goods were produced by MediUSA Pharmaceutical Joint Stock Company and MediPhar Joint Venture Pharmaceutical Joint Stock Company.
Notably, both companies were identified as producing counterfeit goods and were busted by the Ministry of Public Security in April. Authorities accused Nguyen Nang Manh (Director of MediPhar Company) of being the ringleader.
Counterfeit goods target the elderly and children
According to the investigation agency, the amount of functional foods discarded on a vacant lot located along Nguyen Van Linh Avenue, Binh Chanh District, was masterminded by NPS (born in 1989, residing in District 12).
S. is identified as the owner and legal representative of Natural Care Green Health Company Limited, headquartered in Tan Hung Thuan Ward, District 12, Ho Chi Minh City.
Regarding the origin of the discarded functional foods, S. stated that he purchased them from D.VA (born in 1981, legal representative of the Vietnam-France Joint Venture Company), which has a branch in District 12, Ho Chi Minh City. Vietnam-France is a functional food distribution company within the ecosystem of MediUSA Company and MediPhar Company.
After signing a direct contract in principle with MediUSA Pharmaceutical Joint Stock Company, S. received goods from MediUSA and MediPhar because these two companies have the same owner. From 2023 to present, S. purchased about 150 types of functional foods from the two companies, with a transaction amount of about 20 billion VND.

At the end of April, the counterfeit functional food business of the two pharmaceutical companies was discovered and destroyed by the Ministry of Public Security.
The investigation agency has prosecuted and temporarily detained 5 defendants including: Nguyen Nang Manh (36 years old, Director of MegaPhaco Company, Chairman of the Board of Directors of MediUSA Company), Do Manh Hoang (Director of MediPhar Company), Khuc Minh Vu (Director of Viet Duc Company), Pham Thi Huong (accountant in charge of 4 companies MediPhar, MediUSA, MegaLife, Hung Phuong), Le Thi Toan (treasurer of 6 companies MediPhar, MediUSA, MegaLife, Hung Phuong, MegaPhaco, Viet Duc).
According to the Ministry of Public Security, the target group of consumers for counterfeit functional foods is mainly the elderly and children. The products do not meet quality standards, with many ingredients only reaching less than 30% of the declared amount. Searching warehouses and some business establishments, authorities seized an exceptionally large quantity of functional foods, diverse in types, with about 100 tons.
Expanding the investigation, the Ministry of Public Security prosecuted Nguyen Thanh Phong, former Director of the Department of Food Safety of the Ministry of Health ; Dinh Quang Minh, Director of the Center for Food Safety Application and Training; Nguyen Thi Minh Hai, Deputy Director of the Center for Food Safety Application and Training; Le Thi Hien, a specialist at the center, and Cao Van Trung, Deputy Head of the Poisoning Monitoring Department, for the crime of Accepting bribes.
The actions of Mr. Phong and his accomplices helped Nguyen Nang Manh and his accomplices produce fake functional foods in particularly large quantities, making illegal profits, seriously affecting people's lives and health, causing economic losses, and causing outrage in society.
The plan to dispose of the body failed.
After the counterfeit production of MediUSA and MediPhar companies was discovered, S. feared that the authorities would "get to him" so he planned to destroy the functional foods he had purchased from these two companies.
First, he used his connections to find a driver who could transport the supplements to be destroyed. The first driver was TVC (born in 1990, from Quang Ngai). To be safe, S. did not ask C. to transport the goods to be thrown away immediately, but only to act as an intermediary to transport the supplements to a three-wheeled vehicle driver named NML (born in 1992, from Binh Chanh district).
From May 28 to June 3, C. delivered a total of 5 shipments to L. at an unnumbered house in Phong Phu Commune, Binh Chanh District. C. stated that his only duty was to transport the goods and did not know what was inside the sealed cartons. After finishing the job, the driver was paid 7.2 million VND by S. via bank transfer.

The responsibility of destroying the above goods was assigned to L.. After receiving the goods from C., the driver drove a tricycle to bring the goods to an empty lot along Nguyen Van Linh Avenue to destroy them for a fee of 7 million VND.
L. did not dump the supplements in one place but divided them into several areas and burned them. Some burned to ashes, the rest did not burn completely due to the rain. Because of this, S.'s plan to dispose of the fake supplements was discovered by the people and reported to the authorities.
The Economic Police Department of Ho Chi Minh City Police (PC03) coordinated with Phong Phu Commune Police and the Criminal Police Department to investigate, clarify the actions of those involved, and recover thousands of unburned functional foods and hundreds of products at S.'s company in District 12.
Department PC03 continues to verify and handle related subjects according to legal regulations.
