The Standing Committee of Hai Duong Provincial Party Committee has concluded a number of contents related to the site clearance for the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project through the province. Accordingly, the Standing Committee of the Provincial Party Committee has agreed with the proposal of the Standing Committee of the Provincial People's Committee Party Committee on the list of projects to build resettlement areas and projects to build and expand people's cemeteries in the province to serve the site clearance for the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project.
Allow advance capital from the capital source of Hai Duong Provincial Land Development Fund to invest in the construction of resettlement areas to serve project site clearance.
Conduct bidding for consulting, non-consulting, and construction packages to carry out compensation, support, and resettlement work to serve site clearance for the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project according to the provisions of Point c, Clause 10, Article 3 of Resolution No. 187/2025/QH15 dated February 19, 2025 of the National Assembly.
The Standing Committee of the Provincial Party Committee assigned the Standing Committee of the Provincial People's Committee to direct relevant agencies to implement in accordance with legal regulations.
Previously, on May 29, the Standing Committee of the Provincial Party Committee reported to the Standing Committee of the Provincial Party Committee on the construction of resettlement areas to serve the site clearance for the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project.
According to the report, the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project has a total length of about 390.9 km, of which the length of the route through Hai Duong is about 40.96 km, passing through 5 districts: Cam Giang (about 3.05 km), Binh Giang (about 8.6 km), Gia Loc (about 10.5 km), Tu Ky (about 10.95 km) and Thanh Ha (about 7.86 km).
To serve the site clearance for the project through the province, 407 households must be resettled and more than 1,000 graves must be moved; expanding Nui Pagoda, Binh Lang Commune (Tu Ky) and moving the landfill in Lap Le Village, Thanh Hong Commune (Thanh Ha).
The Standing Committee of the Provincial Party Committee proposed to build 11 resettlement projects and 5 projects to expand people's cemeteries, expand Nui Pagoda and relocate landfills. The total investment capital needed to build resettlement areas and the cost of expanding people's cemeteries to serve the relocation of graves is more than 509 billion VND.
