The investment project to build the Lao Cai - Hanoi - Hai Phong railway line through Hai Phong city has a total length of 48.92km, passing through the districts of An Lao, Kien Thuy, Duong Kinh, Do Son, Hai An, Cat Hai with an expected land recovery area of 405.9 hectares, involving 30 organizations with an area of 213.34 hectares; 2,786 households and individuals with an area of 184.11 hectares; the number of households that must be resettled is 1,330 households.
Regarding the construction of resettlement areas to accommodate households whose land is recovered for project implementation, Hai Phong City will build 3 resettlement areas with a total area of nearly 9 hectares in An Lao district, expected to accommodate about 454 households; Kien Thuy district will build 5 resettlement areas with an area of more than 15 hectares, meeting the needs of about 610 households and Duong Kinh district will build a resettlement area of 7.48 hectares, serving about 490 households.
Speaking at the meeting, Vice Chairman of the City People's Committee Nguyen Duc Tho stated that the investment project to build the Lao Cai - Hanoi - Hai Phong railway is a national key project, of strategic significance in connecting traffic, creating momentum for socio -economic development in the North in general and Hai Phong City in particular. The City has established a Steering Committee for Site Clearance and Site Clearance headed by the City Party Committee Secretary. On the other hand, the City has also established a specialized working group to promptly resolve any problems arising during the project implementation.
To ensure the goal of completing the site clearance work in August 2025, and the project is expected to start in December 2025, the Vice Chairman requested that the Departments and branches focus on this task, allocate sufficient capital, and ensure the implementation progress. At the same time, closely coordinate with relevant units to organize the relocation of technical infrastructure works according to plan. Assign the Hai Phong Traffic and Agricultural Construction Investment Project Management Board to carry out procedures to start the construction of the resettlement area.
Vice Chairman Nguyen Duc Tho also requested the Propaganda and Mass Mobilization Department of the City Party Committee and localities to coordinate in promoting propaganda and mobilizing people to understand the meaning and importance of the project. Thereby, creating high consensus in society, strictly complying with legal regulations, and preventing the situation of taking advantage of policies in compensation, support and resettlement.
