Hai Phong strengthens the fight against smuggling and counterfeit goods in the medical field.

The City People's Committee has just directed and requested departments, branches and localities to tighten management, step up the fight against smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights in the medical field.

The People's Committee of Hai Phong city has just directed units based on their functions and tasks to strictly implement regulations of the Government and ministries and branches; strengthen inspection and examination of establishments producing and trading in medicines, cosmetics, food, health protection food, medical supplies, medical chemicals; resolutely handle acts of smuggling, production and trading of counterfeit goods, poor quality goods, and goods of unknown origin.

Hai Phong City also requires reviewing and evaluating the public service responsibilities and professional ethics of cadres, civil servants and public employees, especially in the fields of appraisal, licensing and announcement of medical products. Strengthening inspection and supervision of the implementation of regulations on preventing and combating corruption and negativity in the process of handling administrative procedures related to the medical field; clearly defining tasks between agencies to avoid overlap. Units must report results to the City People's Committee according to regulations.

The Department of Health reviews and evaluates the capacity of state-owned drug, food, and cosmetic testing facilities in the area.

The Department of Health is responsible for presiding over the issuance of the Plan to implement Directive 13/CT-TTg and Conclusion 1034/KL-UBVHXH15; organizing regular and surprise inspections and post-inspections; publicizing the results of handling violations to warn the community. At the same time, set up a hotline to receive feedback on drugs, food, cosmetics, and medical supplies that show signs of being fake or of poor quality.

The City also requested the Department of Health to review and evaluate the capacity of state-owned drug, food and cosmetic testing facilities in the area; focus on proposing investment, upgrading facilities, equipment, and training human resources to serve the testing and analysis of medical product quality in the Projects, Programs and Plans of the health sector submitted to competent authorities for approval.

The Department of Health guides and inspects medical examination and treatment facilities, drug, functional food, and medical supplies businesses in strictly implementing legal regulations; the head of the unit is responsible before the law if violations of counterfeit goods, poor quality goods, or goods of unknown origin occur.

Propaganda work on preventing counterfeit goods and smuggling in the medical field continues to be strengthened. The Department of Culture, Sports and Tourism coordinates to launch the movement "People participate in controlling the quality of medicine and food", commending groups and individuals who perform well and publicizing violations to deter.

The Hai Phong Economic Zone Management Board is required to strictly inspect compliance with regulations on the quality of drugs, food, cosmetics, and medical supplies at enterprises in industrial parks and economic zones; and coordinate to strictly handle violations.

People's Committees of communes and wards shall strengthen supervision of production and trading of medical products in the area; handle or transfer to competent authorities for handling according to regulations; mobilize organizations and people to participate in detecting and denouncing acts of production and trading of counterfeit goods, poor quality goods, and goods of unknown origin.
